Abstract. The present article highlights the basic methodological approaches to pedagogical axiology which enable us to distinguish between different values within the system of pedagogical values. The analysis has shown that the system of pedagogical values is a system of values which implies the unity of pedagogical, human, national, individual and other values, a system which is open to changes and to the augmentation of new pedagogical values.

Belichenko O., Lisenko N. Interaction of fictional and philosophical in the literary consciousness throughout XX–XXI

Abstract. This article is considered the conceptual approach of studying the process of fiction and informative- communicative envi- ronment. The conceptual approaches to the process of interaction of fiction and information and communication space are considered in the article. The authors examine the peculiarities of the literary consciousness of the XX–XXI centuries in its philosophical and aesthetic aspect, which is important for understanding the essence of the communication of works of fiction in the conditions of in- formation society whereas the trend of convergence of knowledge and culture becomes more and more clear. It is proved that the study of information interactions, relationships, processes and phenomena that occur in all systems of any levels of complexity com- pounds a general base of worldview. According to the authors it opens the way to understanding the noospheric level of development of the human civilization, the features of which can be traced in the works of V. Vernadsky, D. Chizhevsky P. Florensky on an intui- tive level. The relationship and interdependence between worldviews and information transformations (which have occurred in recent decades and lie in the fact that the emergence of the postmodern worldview can not occur outside of the information society) are in- vestigated; the information society technologies are based on the postmodern framework; the ideas and categories of postmodern phi- losophy reveal more adequately the essence of the latest information technologies; the conceptual meaning of the concept of a liter- ary text can not be clearly represented without considering the role of information technology in forming the world in the beginning of the third millennium. The authors conclude that the new literary and fictional form of expression of philosophical thought (which was formed mainly under the influence of Eastern philosophy and presents the development of communications at the new level)  is not only helps a person understand his / her place in the world, but also acts as the basis for a contemporary dialogue of cultures .

Golozubov O. Theology and Philosophical Anthropology: experience of inter-action in the postsecular epoch

Abstract.  The  article  is  devoted  to  the  interaction  of  theology  and  philosophical  anthropology  in  the  post-secular  culture,  where, there is every reason to talk, on the one hand, about anthropological crisis, and, on the other hand, exhaustion traditional forms of theology, but also about a certain weariness with endless demythologization and desacralization of religion and the Church. In this situation author considers it necessary to draw attention to the opportunities of synthesis between theology and human-oriented disci- plines, which are caused not only by multidimensionality of the human person and the diversity of human experience, but also  in- completeness and openness of a man. The human being marks his presence in the spiritual realm through his mystical experiences, prayer, contemplation, creativity, and his belongings to a particular biological species through not only the number of instincts, but also certain emotions. Those emotions that can simultaneously be seen as existential of the human being can serve as the connecting link between these dimensions. It is above all the joy, laughter, play, a fantasy. Accordingly, their theological interpretation is the ba- sis of the postmodern theological trends, which are appropriately called the theology of joy, theology of laughter, theology of paly. All of them form the border area between the secular and the sacred in the contemporary culture. The possibility of this synthesis is due to the change in approaches to theology. Postmodern theology acquires the features of cultural practice and becames rather con- ceptualization of God, than relation to Him. Therefore, concept of the Other plays so important role, and God Himself acts as Other. The Other becomes place of meeting with God, and the meeting is accompanied by a strong emotional experience, such as love. The- se approaches, on the one hand, keep continuity with the founders of philosophical anthropology’s writings, and, on the other hand, have a powerful impact of innovations in the natural sciences..

Dolskaya O.A. New discourse of technic as a precondition for the formation of the third intellectual revolution

Abstract. The author, using a multidisciplinary approach that combines elements of modern society such as intellectualization, me- diatiatsation and computerization. These three components of the complex given the status of “informatization”. The integrated com- bination of the three components of information creates the conditions for high- technology processes of change of human thinking. These  changes  create the conditions for the formation of the third intellectual revolution mankind. The  first revolution associated with the names of Socrates, Plato and Aristotle, through which the technique of thinking “enriched” concepts and categories. The se- cond intellectual revolution is made under the influence of scientific rationality classic design with the idea of a legislative mind of the Modern. XXI century with advanced technical base, technological capabilities, the potential of which is increased by the use of computer hardware, opens up new possibilities for humanity. In parallel, the article unfolds analysis of the term “technics” in the dis- courses of the three revolutions. The discourse of the third revolution will assess the phenomenon of  technics in a new light. With the development of modern society  technics that performs a phenomenon in which the focus collective intellectual capacity of hu- manity. The discourse of  technics in which there is no interest in it as the concentration of intellectual capacity of collective intelli- gence, inhibits the development of society. Mastering the technique of interacting with it, thanks to the work, the person is ontologi- cally attached to the world and become part of a team that is “invested” in the  technics of their abilities, the results of the mind, its intellectual collective activity. It is the work by the ability to develop trans-individual human capabilities underpin the third intellec- tual revolution.

Zavhorodko L.V. Educational dimensions of the philosophy of geography

Abstract. The article reveals that educational opportunities geography and philosophy as it relates to the philosophy of education and how it can be seen in the Ukrainian culture. It was found that the philosophy of geography puts fundamental questions about human being and therefore has a decisive philosophical-anthropological component at its core but penalized in a way that is like no other science that combines some spatial definition of the limits and boundaries of human existence community of vagueness of the same boundaries, and searches of certainty through mythological archetypes, cultural practices and educational projects. The material for these tasks is ethno cultural in general and related to the Ukrainian culture in particular in those essential points where communica- tion between philosophical understanding of the spatial coordinates and their educational measurements is displayed. These are the periods during the pre-literate culture, Old Rus’ Culture, the Orthodox Bratstva’s educational activity, the development of the nation- al idea by the Ukrainian intellectual elite involved in the the Brotherhood of Saints Cyril and Methodius, Kyiv-Mohyla Academy, the 19th cent. University community and, finally, current educational projects. Philosophy of Geography is one of the ways to outline and describe metaphysical border and to make sense of the surrounding space: gender, cultural, social, political, moral, aesthetic, confes- sional. The concept of geography has been defined by a wide range of subjects. Therefore it gets an important methodological  and educational value. Thus, the educational dimensions of the philosophy of geography can be determined through problem of a man as inhabitant of particular geographical environment in the same way as participant and creator of cultural space, including educational levels. Educational practice in the Ukrainian culture became form of preservation of national identity and definition of boundaries for the middle Ukrainian people.

Romanov A.V. To the problem of the originality of Russian philosophy

This article analyzes the views of the famous Russian thinkers A.I. Vvedensky, V.V. Zenkovsky and N.O. Lossky on the problem of the origin and development of Russian philosophy. Different variants of a periodization of the Russian philosophy are offered. It is proved that Russian philosophy is the original type of philosophizing with its characteristic features (religion, ontologism, anthropo- centrism, increased attention to ethical issues, etc.).

Abstract. In this article analyzes the problem of the relationship of the phenomenon of faith and eschatological sentiment. Reveals the semantic content of the concept of faith on the basis of criteria-based approach to analyze the religious phenomenon. On the basis of the selected criteria semantic content of the phenomenon of faith given to understanding the relation of faith and eschatological mood. Carried out an analysis of the eschatological mood of Russian society and their refractive index in the various spheres of hu- man  life  and  everyday  reality,  discusses  various  scenarios  “doomsday”  domestic  scientists.  Analysis  of  the  influence  of  religious phenomena in the world and the spiritual quest of society. Conceptualized features of the modern spiritual state of society in the con- text of the analysis of religious faith.

Shevchenko O.K. Yalta-45: Ukrainian science historiographic realia in globalization and universalism era

Abstract. The article provides the set of Ukrainian historiography scholarly works on the events of Yalta-45 Conference being first subjected to system-oriented examination in humanitarian and socio-political practice (not only classical monographs but an appre- ciable regional data array such as conference reports, round-table discussions verbatim accounts, etc. has been analyzed within the framework of the research). In the course of the research two vectors of Ukrainian historiography defined by the author as a vector of “continentalists” and a vector of “the Crimeans” have been brought to light. A tendency towards transformation of historic explora- tion of the past into politological discourse was documented. The causes of the phenomenon were found in ideological attitudes. Fur- thermore, factors opposing this tendency  were enunciated: the sense of inherent ethnical exclusiveness versus dynamic  “parochial patriotism”.  The  elicited  situation  fits  in  with  globalizing  trends  of  up-to-date  knowledge  of  the  past  which  is  intent  on  studying events of the last 100 years within the bounds of politological science methodology.  It is mentioned that historical discourse on Yal- ta-45  preserves  substantial  gnoseological  potential  (in  witness  whereof  there  are  examples  of  syncretizing  various  forms  of knowledge in Ukrainian historiography). It is specified that in view of special conditions Ukrainian historiography has come to grips with formation of interdisciplinary schools of world history grand events cognition. This was exemplified in terms of Yalta confer- ence historiography. The peril that a standard tradition can face is the absolute absorption of historical studies by politological dis- course which can be well regarded as a “civilized challenge” to the present-day reality.

Gichka A.I. The state of health services for the rural population in 1943–1945

The author of the report sets the objective on the basis of the identified sources and historiography achievements to ana- lyze the state of health services for the rural population in 1943 – 1945 in Ukraine in complex. The study is based on the fundamental principles of science, historicism, systematic, comprehensive, and pluralism. The consistent abidance by these principles helps to ex- tand the indicated question objectively. The author notes that during the years of the Great Patriotic War health care network in the territory of Ukraine was almost completely destroyed. Military devastation, terrible sanitary conditions in which people had to live in Ukraine during the occupation, the lack of opportunities for even the most basic medical care had a negative impact on the health of the rural population and led to a sharp reduction of it. A serious problem was the incidence of acute infectious diseases. In this regard , the restoration of  the health care system in the liberated areas of the country becomes one of the urgent tasks of the Soviet govern- ment. To solve this hard problem the power attracts the masses and the general public. In spite of all the difficulties in the first years after the war the Soviet health care department has made significant progress in restoring , building and development of therapeutic and preventive network in Ukraine . Although in the liberated areas almost the entire network had to be built anew, but already at the beginning  of  the  fourth  five-year  plan  all  pre-war  network  of  health  care  institutions  has  been  largely  restored.  Furthermore, from1943 till 1945 the government was able to normalize the main sanitary and epidemiological situation in the country, and the ma- jority of acute infectious diseases began to decrease.

Yermakova I.A. Religious and morality of Old Believers' views (on the materials of Kherson’s province)

In this article is examined the level of Old Believers’ religiousness, the geography of the persuasion of Kherson’s province of Russian empire. It is described the peculiarities of their family and social life their attitude to the institution of the priesthood. It is deduced the changes of the family mode of life’s traditions, the religiousness of Old Believers’ views under the influence of historical condi- tions, the Old Believers attitude to the acts of civil status. It is underlined the religious isolation and their social-confessional discon- nection. Old Believers of Kherson’s province were introduced by the bosh streams: popovtsi and bezpopovtsi. The Old Believers had the belief in prejudice, different signs and popular belief believes. The conviction of popovtsi in their believes was very strong. The Old Believers did not change their views on census the population and filing the metrics, continuing to see there the stamp of anti- christ for many centuries. Popovtsi in the comparison with bezpopovtsi differ from in less tolerance in the attitudes with orthodox people. The inhabitant of Old Believers’ strictly observed the norms of moral in the Old believers’ villages because of the absence of priest. The Old Believers had a negative attitude to orthodox clergy, they thought they were religiously weak. The state power organs the duties of whose were to collect the data of the number of the dissenters and to determine their belonging tone or another sect, they always made rough mistakes and inaccuracies. The great number of Old Believers of Kherson province belonged to the stream of popovtsi in the end of XIX century. They used the priests’ service, they were appointed as the bishop of Belokrinitskaya diocese, but small part of popovtsi didn’t take the Austrian priesthood and remained the follower of the oldest Old Believers’ sect – beglopopovtsi.

Isakova I.A. Contradiction in Carrying out the Policy of Ukrainization in Kuban in 1920s – early 1930s

Abstract. Based on analysis and bringing in of new sources, drawings on accomplishments of historiography problems around the policy of ukrainization are analysed. It stimulated the variety of national-cultural activities of Ukrainians in Kuban, which answered their national aspirations despite the substantial contradictions between authorities and local population. During the first  half of the 20th century the sharp polemic concerning the question of ukrainization shifted from organizational circles to the wide public ones. At first the opponents of ukrainization focused their attention on the discussion of the problem whether the Kuban dialect is related to the Ukrainian language, this made ukrainization in Kuban and North Caucasus artificial. Concerned elite and the interest of central organs of power in ukrainization resulted in understanding and acceptance of viability of the Ukrainian language in Kuban. In a short period of time from the mid-1920s to early 1930s a wide enough cultural and educational infrastructure which provided the necessi- ties of the Ukrainian minority worked in Kuban. It was formed based on the principle of the language sporen: educational establish- ments, clubs, village reading rooms, newspapers, magazines, writers’ organizations etc. Connections with Ukraine became stronger, work of the local Ukrainian artists developed, which played a positive role in national-cultural development of the Ukrainian minori- ty of the Kuban region in 1920s – early 1930s

Kasyan A.I. Customary-law aspects of the volost officials activity in the Naddnipryanshchyna provinces ( the second part of XIX century)

Annotation.  The  article  is  devoted  to  the  comparative  analysis  of  the  peculiarities  of  the  activity  of  village  and  volost  headmen, scribes and other  village activists  who worked on different posts of village and volost self- government. The primary attention is fo- cused on those normative algorithms  of the “ local officials” behaviour which were marked by  a notable shift of village and volost self-governing structures on the state-law regulation principles. The local self-governing officials’ activity was regulated by the nor- mative acts of Russian Empire but the existence of the customary law had its strong influence on it. The mechanism of volost courts operation is investigated. They were formally independent but followed the orders of volost authorities. The result of the court sys- tem contr-reforms was the implementation of   post of local territory official who had   great power. The landlords were administer- ing justice on peasants. The peasants didn’t trust the volost courts and their effectiveness was doubtful. The research proved that the peasants didn’t actively join the volost meeting and their presence there was caused by the desire to communicate with fellow villag- ers and have a rest from hard routine work more than the conscious realization of the law-regulated rights to take part in local self- government. On the basis of comparison of the “crimean” and “right-bank ” experience it is proved that there were no fundamental regional differences in this sphere at the beginning of the XX century. The control over the village and volost self-government was strict after the events of the second Polish uprising on the territory of the Right-bank Ukraine.

Roles and contribution in co-operation of the intellectual world of sides are elucedated, this co-operation had the ultimate goal of maintainance and transformation of tradition (“folk soil”) in historically new quality – national.

Pasichna Y.G. A. Chayanov's views on solving agricultural problems by Provisional Government

Abstract. On the basis of processed information sources, the author reveals the main views of agricultural economist A.Chayanov to solve agricultural problems for the Provisional Government. A. Chayanov was one of the founders of the League of agrarian reforms, which in April-June 1917 worked on solving agricultural problems in Russia. A. Chayanov considered agrarian reform as the main task of the state in the nearest future that required urgent attention. In agrarian reform the scientist allocated land issue. Agrarian reform was to be carried out in accordance with the principles of nationalization, socialization, removing land from commodity circulation, the introduction of progressive tax , establishing a common labor standards. The state was to conduct resettlement of smallholder farmers in areas with much land, perform reclamation work, thus improving the working conditions of farmers and others. The first thing you do before any activities requires the exploration of all the statistics and figure out all the possible options for agrarian reform to avoid peasantry protests. In the paper are revealed the positive and negative aspects of agricultural provisions by A. Chayanov, is drawn attention to the controversial moments.

Shvab A. Regional peculiarities of the national structure of the Polish interwar population

Abstract. National structure of the Polish interwar population is analyzed in the article. The main attention is paid on the peculiari- ties of the official census and the methodology of the national identification. It is highlighted the relation between national groups in the different regions of Poland (1918-1939) and the places of their compact residence. It is determined that received official results during the census in 1921 and 1931 don’t allow defining the exact number of each national group. The reason of it all is the imper- fection of the census organization, especially the first one, the same as a character of the survey. Ukrainian and Polish researchers think that the establishment of the different criterions of the survey, such as language and nationality during the first census, language and religion during the second one had a political covert sense and provoked the increase of a part of the Polish population  and de- crease of the national minorities. The results of the official census demonstrate the decrease of a part of the national minorities and the increase of a part of the Polish population in all the regions of Poland.

Shved O. V. Military-political integration of Scandinavian countries in European context in 1948-1949

Abstract. The article highlights difficulties in common security strategy of the Nordic countries during the initial period of the Cold War  through  the  plans  of  Scandinavian  Defense  Union  and differential  approaches  to  NATO  membership.  Security  policy  of  the Northern European countries (Denmark, Norway, Sweden, and Finland) of the period was determined by two main aspects: preven- tion of Nazi militarism renovation and opposition to “Soviet military threat” – aggression of the USSR. Historical course of events reveals definite stages of integration processes. Initial concept of defense policy of Northern European region was based on such items  as  special  geopolitical  status  of  Scandinavian  countries  and  their  local  specificities  (political  and  cultural  differences).  This concept included principles of isolated neutrality and non-alignment. A new stage of integration process was defined by polarization of forces at the international stage in post-war period. It was marked by search of crises elimination strategies in defense policy (iso- lated neutrality in terms of Cold War was ineffective), refusal of neutrality position, working out of regional security project, setting up of Scandinavian Defense Committee (SDC). The article analyses different projects of autonomous Northern European defense, es- sential historical materials characterizing governmental, parties’ activities in military-political integration (negotiations, parliamen- tary debates, high level meetings) are delivered. Special attention is paid to SDC activities dealing with Scandinavian Defense Union establishment as a measure of West-East pressure containment. Scandinavian Defense Union project of 1948-1949 was the basis for geopolitical unity of Scandinavian countries and it affected political and social cooperation projects among states. Complexity of in- ternational situation of the period was the cause of this project unrealisation that led to differential approaches to NATO membership.

Asyngier R. Influence of reverse stock splits on share quotations on the Polish NewConnect market

Abstract. The NewConnect market was intended for emerging markets with great technological and progressive potential which do not meet requirements of regulated market. Low formal requirements allowing issuers’ shares onto the market and aiming to encour- age stock exchanges to enter the market have contributed to quantitative growth of this market but at the same time have given rise to a number of irregularities in its functioning. One of the most important is a big number of penny stocks which prices are subject to significant fluctuations. Issuers, according to procedures developed by market organizer, should submit their shares for the operation of reverse stock splits.  Reverse  stock  split  (RSS)  consists  in decreasing  the  number  of  shares  with  simultaneous  proportional  increasing  their  face  value. RSS does not affect the issuers’ rights and does not change the structure of shareholding either. Despite the fact that it is a clearly technical operation, studies carried out across the world prove occurrence of a negative ‘effect of reverse split’.  The aim of the study is to conduct literature research on the effect of RSS and start examinations of the influence of RSS operation on rates and volume of turnover of shares quoted on the NewConnect market. Analyses taken in this study are a part of bigger  re- search concerning the functioning of the Polish stock market and will be continued in the future.

Annotation. The study aims at proving the importance of training for hospitality workforce. The concept “training” has been ana- lyzed in the paper. It also shows the correlation between the upgrading of the skills and the level of the provided hospitality services. There  is  a  shortage  of  skills  of  hospitality  workforce  nowadays.  These  skills  are  classified  in  different  ways  depending  on  the grounds taken into account. One of the grounds is categorization of the hospitality staff. There are different gradations of  the staff which are used nowadays. In the view of training needs, a new classification was offered. According to it, hospitality workforce is grouped into four categories: managers, supervisors, skilled craft and semi-skilled employees. Hospitality staff are severely lacking a lot of skills today. All skills have been analyzed as “general” and “specific”. General skills include both basic and specific. The latter one is common to all categories of the hospitality workforce, but at the same time it denotes special activities. It is called “specific common” skills. The other group is named “specific individual”, because it denotes skills which are necessary to perform job respon- sibilities which are typical to a particular group of hospitality staff. The paper graphically represents this classification of skills. The summary of all considerations and analysis has been offered in the table. Training aimed at developing general skills makes hospitali- ty staff more competitive and mobile in the labour market. The development and upgrading specific skills stimulates better perfor- mance of job responsibilities.

Abstract. The aim of this article is to recognise factors influential on economic activity of persons in the group of 50+. In regard of increasing participation of this group in an aging society and a serious risk of its exclusion from labour market, it seems very im- portant  to  encourage  activation  of  persons  50+  by  supporting  entrepreneurship  through  various  programmes.  To  make  the  pro- grammes more efficient, they have to meet specific needs concerning age. The research indicates that main reasons for which persons 50+ had decided to participate in support programmes are material issues but also possibility of gaining knowledge that would allow to conduct business activity as well as factors of a more psychological nature. A correct recognition of this group’s needs and as- sessment  of  the  level  of  influence  which  is  presented  by  respective  instruments  should  become  the  starting  point  of  every  well- prepared programme for the professional activation of persons 50+. According to research that was carried out, participants of such programmes expect primarily to be offered some suggestions, ideas for a new business, to be given financial means for starting the business, to be made familiar with the basis of running own business, and to be learnt how to use a computer and the Internet. 50+ oriented informational policy also seems to be essential in order to explain to the older people complicated phenomena taking place in today’s world so that they would cease to be an obstacle in starting their enterprise.

Abstract. The basic approaches to evaluating the effectiveness of conservation based on best international experience. The economic evaluation of biodiversity resources of Ukraine has been done and the necessity of increasing the annual state budgetary financing biodiversity conservation has been improved. The methodic of evaluating the effectiveness of conservation on three levels: national, regional and local has been ordered, to better analyze the actual state of natural ecosystems, to investigate the dynamics of the cost of maintaining  biodiversity  by  various  sources  (state  budget  of  Ukraine,  the  cost  of  regional  state  administrations  and  local  self- government). The experience of international financing of biodiversity conservation through environmental funds has been studied, funds of NGOs and grant projects. Investigated the organizational structure of government biodiversity con- servation of Ukraine. The effectiveness of government biodiversity conservation has been investigated. The functions of the Ministry of Ecology and Natural Resources of Ukraine as a central body of executive power in the field of biodiversity conservation have been studied  and  analyzed.  The  staffing  Ministry  of  Ecology  and  Natural  Resources  of  Ukraine  has  been  investigated,  the  system  of placement and examined staffing departments of the Ministry, responsible for biodiversity Ukraine, has been analyzed. Vovk І.О. Promotion methods of Plast literature on the publishing market

Annotation. A detailed and incremental analysis of the ways and means of promoting Plast literature – an organization founded in Lviv, in 1912, based on the British Scouting – were conducted in the research. The aim of this organization is to educate youth as leaders of society and full citizens of local, national and global communities. The main methods and techniques of promoting Plast literature in the publishing market, as well as the ways of promoting the reading culture by Plast members were identified in this arti- cle. Given the fact that the researchers have not researched this issue yet and the examples of promoting Plast literature that is being published on the web portals and the mass  media  from time to time, does not constitute a complete  material of the subject under study, this article may provide an overall picture of the process of distributing Plast literature among the Plast members and commu- nity in Ukraine. The actions and measures, which are applied by Plast members and publishers to stimulate the demand on Plast pub- lishings, were analyzed by the author. They include the following: advertising, reviews, exhibition activities, sampling (free distribu- tion). At the same time, the basic problem faced by the publishers of Plast literature has been identified. This is a proper arrangement of the system of promoting a certain publishing and understanding of the difficulties in the process of getting the reader interested in Scouting-related topics. The most widespread methods of popularizing and promoting Plast literature are defined and analyzed in the article: Promotion through online resources, distribution at Plast events, participation in festivals, forums and fairs, presentations in the  libraries  and  educational  establishments,  cooperation  with  the  mass  media,  printing, outdoor  advertising  and  mentioning Plast members and their literature in the speeches of the famous people. Approved methods of promoting Plast literature prove that they are nearly identical to promoting any other books, but at that same time, the difficulty lies in focusing of the analyzed literature on the narrow circle of readers.

Denysenko V.O. Impact of municipal ownership at forming of middle class in transformational economy of Ukraine

Abstract. In article it is substantiated that the middle class has its own special economic culture, which is a set of values, norms and rules to ensure the production of a variety of alternative economic models of behavior on the efficient implementation of material and personal resources. In addition, the relationship formation and development of the middle class with the processes of efficient use of municipal ownership within the municipality were defined and the conditions for effective development of municipal ownership in the economic interests of the local community were described. It is proved that the municipal ownership constitutes one of the major factors of increasing welfare of the population of area. The funds received from the sale of objects of this type of ownership can fi- nance specific local programs, which in turn increases the number of regional middle class. The rational use of municipal formations is the source for the formation of a social development program areas, poverty reduction, development of intellectual and economic potential of the municipality, and the formation of the middle class as the basis of social stability. The features of Ukrainian house- holds by per capita income were defined. The programs of local governance that need to be implemented for the development of the household and the formation of regional incentives for SME development in order to strengthen the impact of the sector of the econ- omy on the formation of the middle class were considered.

Abstrakt. In this scientific article on the basis of research a monetary policy purposes there are defined the monetary tools prospects of development of monetary circulation regulation mechanism in the conditions of modern economy, there are given. Recommenda- tions about formation of the elastic and effective monetary tools providing balance of the monetary and commodity markets. Despite sufficient study and efficiency, the experience of the developed countries which have passed a long way of development of monetary regulation instruments is not always productively applied in monetary policy of the countries of the former Soviet Union where ad- ministrative methods of regulation of the monetary market were applied in management of money supply for many years. The theo- retical base is studied and researches which allowed to define making elements of the mechanism of regulation of monetary circula- tion for economy of the Republic of Kazakhstan. There are monetary tools borrowed from the USA at the heart of this mechanism and the leading European states practice and adapted for the developing by prompt rates market of Kazakhstan.It is possible to solve the problem of ensuring stability of prices by monetary authorities by the means of stimulation of internal crediting and investment activity for the long-term period and also by realization of a complex of regulating measures which is closely coordinated with the statement of accurate purposes and indicators, a choice of effective tools of the monetary policy making central “source” of the mon- etary offer. Operations with short-term notes of the central bank have to become effective tools for the Kazakhstan economy, depos- its of banks of the second level are less dynamic. The refinancing rate is recognized as the inelastic tool. The complex of regulating measures of the central bank needs to be applied taking into account increase of responsibility level of participants of monetary circu- lation, in particular of state regulation agencies.

Sysoiev О.V. Background for the formation of the factoring institution in Ukraine

Abstract. The analysis the conditions of formation of the Institute factoring in Ukraine are in this article. In particular, they include poor payment discipline of firms and as a result, late payments between suppliers and buyers of goods (work, services); the growth of receivables and payables entities; lack of liquid assets; the poor state of current assets of domestic enterprises; reducing the profitabil- ity of most of them; slowing the speed of rotation of the money supply; high interest rates on bank loans; an increase of debts of the budget; ineffective tax policy; a significant barter economy. It is shown that factoring appeared as a result of the need to manage re- ceivables as business entities in Ukraine, especially small- and medium-sized businesses are often faced with the problem of repay- ment of debts. It is shown that factoring began to form in Ukraine in order to finance the real economy of the country, the promotion of small and medium-sized businesses, to put the economy out of crisis. The terms of fierce competition dictate their rules to all the subjects of managing: to both the enterprises and financial institutions. The subjects of entrepreneurial activity in Ukraine, and espe- cially representatives of small and midian businesses, face the problem of returning of debt receivable in the today’s terms of manag- ing. The role of rational management of debt receivable is grown in such conditions and its timely returning and warning occurrence of bad debts are important too. One of the ways of solving this problem is to use modern forms of refinancing − factoring as a mort- gage of effective management of the debt receivable.

Abstract. The study paid attention to the conceptual definition of the stranger, his politological interpretation of Gilles Deleuze. We found that this stranger is the point of distinction between signified and marked with episodes that occur singularity. It is proved that for a Jilles Deleuze stranger is a structure of possibility. Perhaps there is an abstraction that stands out of reach – a possible world is real, but it does not exist (true) beyond what it expresses. That weight stranger actualized moment of expression issues that can not be reduced to a categorical position – under such conditions appropriate to say that pluralism is one of the conditions of formation of meaning in political discourse is possible only by the existence  of  stranger.  And in general the possibility of  stranger enables the emergence  of  meaning  within  political  relations  that  can  not  be  reduced  to  a  single  position  and  perspective.  Gilles  Deleuze determines the importance of the phenomenon as the possible existence of stranger practices depersonalization, whose structure and creative person. In political terms, this specification being able to more fully recreate human relations in political, not encroaching on the authenticity of her beliefs. Under these conditions, the conceptualization of the phenomenon of stranger preceding definition of display modes of existence, including its political form of cut, within which there is a stranger.

Machulin L.I. Urban culture and the state in an era of cultural globalization

Abstract. Construction of cities is a continuous process and in each state reflects the level of general culture. Through the urban cul- ture of the state implements its constitutive goals, including – contributes to the development of the culture itself . The globalization of culture in the post-industrial society is questioned interconnection and interdependence of the state and the urban culture, which acquires the characteristics of extraterritoriality .
