K. Hurzhy Preservation of cultural memory in a modern city: state and international particularities of the regulation

Abstract. The article touches upon the problem of the impact of modern global problems on the city’s cultural heritage through which the cultural memory is transmitted and upon the responsibility for its preservation. In particular, on the basis of UNESCOCIDE problem associated with the increased attention of tourists to objects marked by UNESCO, is shown the destructive impact destroyed places of memory on urban communities. The paper analyzes the work of international organizations (such as UN-Habitat and ICOMOS) regu- lating urban policy and optimizing urban changes, and provides a theoretical assessment of the possible effectiveness of such activities in Ukrainian realities. Mechanisms of regulation of urban development by international organizations that may be relevant for Ukrainian cities and urban development strategies have been studied. The conclusion has been made that urban cultural heritage conservation is crucial in this process. The article examines the policy documents of international and European organizations regarding the preservation of cultural memory and cultural heritage in European cities (in particular, the Declaration “Towards a high-quality Baukultur for Europe”, adopted before the Davos Economic Forum in 2018 by the Ministers of Culture of Europe and “The New Urban Agenda” adopted by UN-Habitat). A theoretically substantiated way of regulation of this issue in Ukraine has been proposed.

Abstract. The article deals with the problems affecting the intellectual-moral type of spirituality, as the spirituality of modern techno- tronic society. This is the problem of substantiating the special role of thinking in the formation of spirituality, the study of the irrational in the structure of spirituality, the correlation of intellectual and moral, understanding of the concept «intelligence» as the basis and conditions for human being in the world. The concept of the anthropo-info-technosphere as a systemic formation of the intellectual environment is considered. As a criterion for spiritual intellectual and moral development — the «spiritual image of the individual», the content of which is openness to the world (information and communication component), intelligence (analytical) and creativity (projective component) is provided. The author’s technique of forming the intellectual and moral spirituality of a technotronic society is revealed.

Abstract. At the article of the study of folk embroidery of Zakarpattya XIX-XX centuries are presented in the work. The varieties of patterns embroidered geometric ornaments of Transcarpathia, their peculiarities (structure, elements, composite formations) are characteristic  of  ethnic  groups  of  Ukrainians  of  Zakarpattya  are  determined.  The  basic  elements  of  the  embroidered  ornaments  of Zakarpattya and their types are identified. The analysis of the ornamental elements and their components is carried out, their structure and principles of construction are determined. Types of ornamental rows and ornamental compositions in the traditional embroidered ornament of Zakarpattya are determined. The principles of the formation of ornamental rows and their use in multilevel ornamental compositions are investigated. The basic types of modern ornamental composition formation – classical, created using basic ornamental constructions and complications using such techniques as displacement, symmetry, asymmetry, etc. based on classical construction, are investigated and determined. The analysis of textile products of the modern market of Ukraine is carried out and the main groups of the composition are identified using traditional Ukrainian ornaments in modern textile products. The basic principles of construction of modern ornamental compositions using both ornamental elements and ornamental rows are determined. Recommendations for the use of ornaments in the development of modern textile and garments in the Ukrainian style are offered. These studies can  be  used  in  the design of new  contemporary  ornamental design  solutions that  can be used in various  areas  of  design  (textiles, printing, embroidery, etc.).

Annotation. The mortality rate in Ukraine is 15.2 people per thousand citizens. Whereas the average European indicator is 6.2 people. Analysis of statistical information allows us to conclude that, for reasons of mortality, mortality from HIV/AIDS plays a significant role. Despite  the  efforts  and  modern  means  of  counteracting  the  HIV  epidemic,  the  developed  regional  target  programs  (CPU)  require improvement,  changing  priorities,  and  informing  society  as  the  epidemic  trends  in  the  region.  The  authors  propose,  as  a  method  of evaluating  the  CPU,  the  construction  of  an  economic-mathematical  model  (EMM)  of  the  dependence  of  the  quality  indicator  on  the indicator of resources. The assessment of the task “Ensuring the prevention of HIV infection, care and treatment for HIV-infected and AIDS patients in the Dnipropetrovsk region” CP “Health of the population of Dnipropetrovsk for the period 2015-2019” was carried out. The established inefficiency of the implementation of the CPU is explained by the low level of financing in the current economic situation of the country, and the non-optimal allocation of funds for the tasks of the CPU.

Abstract.  The  article  deals  with  the  problem  of  discrimination  of  employees  with  disabilities  and  presents  examples  of  some  of manifestations of ableism on the part of the employer and the staff of the organization. Stereotypes regarding “professional inferiority” lead to the lack of full inclusion of a disabled employee in the work process. Based on the results of the survey, the author concludes that it is necessary to adapt the staff of organizations to people with disabilities, to create opportunities for them to succeed. The real, not declared, ableism should be part of every organization’s corporate culture.

Abstract. The article analyzes the events and facts related to the preparation and implementation of information influence measures by the Russian Federation on the eve and in the conditions of the open war against Ukraine. The information component of the hybrid war has been comprehended and the practical aspects of the use of public opinion manipulation technologies have been highlighted. The peculiarities of the information operation of the Russian Federation on social networks as a factor of preparation of public opinion of the inhabitants of the Autonomous Republic of Crimea and the creation of the most favorable conditions for the operation of annexation of the Ukrainian territory are determined.

Yang Cheng Legal framework for the development of resource potential public libraries of China

Abstract. The article reveals the structure of the network of public libraries in China, their place in the unified library system of the country, describes the material, technical, resource and service potential as the basis for building a knowledge-based economy in the China by 2050. The content of the first in the history of library affairs in China, the state legislative act on libraries — Chinese People’s Republic Law on Public Libraries, which entered into force in January 2018, was disclosed. The role of the Central National Library of China as a scientific and methodological center for managing public libraries has been identified, and the main directions of its scientific and methodological activities have been described.

Abstract. The paper addresses the issue of the application of a frame structure in teaching Legal English as a Foreign Language (LEFL). The function of a lawyer is derived through frame analysis of “Lawsuit” stereotypical situation. A frame is determined to be the cognitive area representing the knowledge on particular situation, and action frame model is utilized primarily as the basic medium to refer to “Lawsuit” situation in terms of its “participants”, their “actions”. Secondly, the implicit slot of the frame Law- suit “instruments” localizes the lexis  representing those participants of Lawsuit situation where a lawyer belongs to, making a lawyer functions as an instrument in “Lawsuit” situation.

The title is emerged of a Latin saying translating as “Who will guard the guards themselves?” and noticing the infinity of a context of a term “to guard – to check – to control”. Working with various levels of cognitive activity – from visual perception up to conceptual reasoning – it is possible to speak about a feature of perception which is designated as function of a reality representation. But how to school oneself to understand and to accept the world just like it exists? If to take some fragments of the reality and to consider them from a point of view of Freudian Ego-subject, quite competent in its field, but having increased attention to the adaptation of a person to the today’s tragic world, to problems of freedom and autonomy of the person, and to particularities of personality professional activity, then the selected subjects put the researcher in the interdisciplinary field of physics-philosophy-psychology. On the other hand, the possible solutions obtained in this field will be more or less universal answers to the burning problems of the whole mankind. Obviously, the reality of this world is accessible through ours cognitive ability. And one has to speak about a category of choice in life of a person, which category is the integral part of a person life.

Abstract. The article analyzes various economic theories and the possibility of implementing the provisions of the state regulatory policy (SRP). It is pointed out that most economic theories in one way or another allow state interference in the activities of a market economy  through  the  formation and implementation of  state  regulatory  policy.  The  mechanisms  and  instruments of  the  SRP  may differ in different economic theories, but it is the state that has the right to choose such instruments (except libertarianism, which limits this possibility to deregulation only). In our opinion, neoliberalism is the best fit for Ukraine. It combines state regulation of economic processes at all stages of the formation and operation of a market economy, using for this purpose tools that meet not only the needs of the state, but also the needs of a market economy.

B. Kalinichenko Hybrid war in the paradigm of modern theory of knowledge

Abstract. The article deals with the phenomenon of hybrid warfare from the standpoint of evolutionary epistemology; it is noted that most publications about it are from the standpoint of reflection theory, and therefore emphasizes that hybrid warfare is a combination of traditional and unconventional methods of warfare, which include the use of special forces, irregular armed forces, support for internal disturbance and separatist movements, information and advocacy, diplomatic activities, cyberattacks, economic pressure, etc.; at the same time, a view from the standpoint of the methodology of evolutionary epistemology sheds light on the deeper dependencies and more powerful determinants in the thinking and behavior of the RF government, which leads an aggressive war against Ukraine, since hybridity here manifests itself in the blending  of  the  forms  of  being  incompatible  with  civilizations:  forms  of  thinking,  worldview,  worldview,  ideology  of  behavior  and information – from which the means and technologies of warfare are borrowed.

Kh. Zabavska Functioning of the main elements of the checks and balances system in Ukraine: a comparative analysis under the provisions of different Сonstitutions

Abstract. The main elements of the system of checks and balances and their transformation in the course of political practice in Ukraine are considered in the article. Based on the historical method, the article deals with the main historical stages of the checks and balances system development  in  Ukraine.  The  article  reveals  the  main  differences  between  the  application  of  the  system  elements  in  the  conditions  of different  Constitutions  in  Ukraine  and  identifies  the  main  problems  concerning  their  practical  implementation.  Taking  into  account  the peculiarities of the functioning of the checks and balances system, the transformation of such elements of the checks and balances system as impeachment, legislative initiative, formation of courts and appointment of judges, vote of no confidence, appointment of key state officials, veto and formation of government are analyzed in the article.

Abstract. The necessity to eliminate the deficiencies in the development of their motor sphere, to increase the level of their physical development in order to integrate into society, was confirmed in the article due to the optimal organization of the motor activity of people  with  special  needs.  The  popularity  of  the health  and  sports  movement  in  Ukraine  among  children  and  people  with  special needs has been confirmed, which puts forward new requirements for the method of conducting physical and sports classes in special educational  institutions  (boarding  schools).  They  found  that  the  educational  process  in  special  educational  institutions  should  be aimed at the correction and development of mental and physical abilities of pupils for their further sports specialization and participa- tion in competitive activities as athletes of Paralympics. It is determined that the motivation to exercise and sports during the training of children with special educational needs in special educational institutions influences their further sports achievements in various sports.

Abstract.  The  article  confirmed  that  technical  and  tactical  training  occupies  a  central  place  in  the  system  of  training  high-level athletes,  and  one  of  the  objective  methods  of  evaluating  competitive  activity  in  field  hockey  is  to  record  the  effectiveness  of performing technical and tactical actions. The article determined that one of the objective methods of evaluating competitive activity in field hockey is to record the effectiveness of performing technical and tactical actions. It is established that the analysis of hockey players’ competitive activity helps to identify the strengths and weaknesses of both the team as a whole and each player individually, which allows to make appropriate adjustments in the training process.

Summary. Today there is a tendency to decrease the physical health of students. In order to increase students’ adaptation to the new conditions of education, a wellness program was introduced by means of wellness tourism, which gave a positive dynamics of functional physiological changes in the state of the organism. The relationship between the level of motor activity and the indicators of the functional state of the cardiovascular system was established. Improvement of indicators of functional reserve capacity and reduction of tension of adaptation mechanisms have been revealed.

The brand of the city is interpreted as a complex of signs, symbols that cause potential and actual visitors to a certain set of associations, emotions associated with the territory. Given the suggestive effect of branding on the consciousness of visitors, we consider branding of Ukrainian cities as a factor in the development of domestic tourism in Ukraine. We offer methodological principles of city branding as socio- communicative practice.

Various approaches and positions of scientists regarding the understanding of the concept of social informatics, as well as its place in the humanities and mathematics, are analyzed. Abstract.  The  article  defines  the  basic  tendencies  of  the  organization  of  reading  by  the  Ukrainian  media  consumer,  which  are focused  on  flexibility  in  working  with  multimedia  information,  readiness  for  new  forms  of  its  presentation,  rational  search  and selection of data. It is found that the determinants of pragmatic reading, dialogue of reading and reading interpretation of the book, technology of reading, surfing reading and visual organization of book material influence the formation of the newest characteristics of the reading culture of modern Ukrainians.

Abstract. This article is a structural part of a large study on the problems of personalities reconstruction, the possibilities of preserving a variety of information about the person and how to decrypt it. It is a comparative analysis of biographical, autobiographical, memoir sources, as well as an analysis of the language of the literary text as a unique carrier of the writer’s consciousness. The scientific article contains a description of a local author’s experiment related to the quantitative-lexical analysis of a literary text in order to identify the emotional state of a writer in a specific biographical period.
