N. Makhynia The European Vistas of Adult Education: the Strategy "Europe 2020"
Summary. The article deals with the possibilities to develop adult education system in European Union. Namely, the author pays special attention to the EU strategy “Europe 2020.” The program is developed to coordinate the activities in the field of adult educa- tion, to further fulfill the need of European society in lifelong training, to provide the economy with qualified human resources. The analyses is made to implement the positive ideas of European system of adult education during the Ukrainian educational reforms. Skills are critical for competitiveness and employability, as structural changes such as globalization and technological progress call for ever-higher and more labor market relevant skills for productivity growth and secure quality jobs. Primarily, they are divided into basic skills (literacy, numeracy, science and technology); transversal skills (linguistic and digital skills); skill mismatch (discrepancy between the demand and supply of skills on the labor market.) It is noted that progress towards the target of basic skill provision is ensured by the regular monitoring under the ET 2020 strategic cooperation framework. The polices against early leaving from educa- tion and training, tracked under the Europe 2020 headline target, also support the goal of education possibilities equal for all. In the field of adult education, five countries have a LLL participation above ET 2020 target: United Kingdom, Netherlands, France, Fin- land, Sweden and Denmark. The lowest participation happens in Bulgaria, Romania, Hungary, etc. Effective adult learning polices include the provision of learning opportunities which governments fund in whole or part, focusing investments on underrepresented groups, the provision of employment- and work-related training, and overall ensuring the relevance and high quality of training opportunities. A high commitment to invest in skills upgrading and competence development throughout life is crucial to maintain a productive workforce equipped with relevant skills. On the topic of transparency and recognition of skills and qualifications, to date, 25 Member States have referenced their national qualifications frameworks to the European Qualifications Framework (EQF). The general issue is validation of non-formal and informal learning. It is particularly relevant for people with lower qualifications, unem- ployed or at risk of unemployment, migrants, youth and those seeking career change. Member States are preparing to put in place national arrangements for validation of skills acquired outside formal education and training. Progress is mixed and there is still a lot to do before the deadline of 2018 as 15 Member States reported that a skill audit system, one element of the national validation ar- rangements, was not in place.
