Abstract. In the article the analysis of idea of national independence is carried out as a base value of the Ukrainian people. A conclu- sion, in obedience to which the ideal of the Ukrainian national state system arrives at the root yet times of princely days and comes forward in the form of dream, hope, and also becomes priority in the system of the valued orientations of the Ukrainian people, is done.

Lytvyn Y.M. Formation discourse of freedom in social and cultural space Ukrainian Sixties
Abstract. The paper considers the discourse of freedom in social and cultural space of Ukrainian Sixties, presented understanding this phenomenon in studies leading experts (T. Hundorova, L. Tarnashynska) respectively held parallel with existentialism and per- sonalism, and as a result, most definitely similarities in the understanding of the concept of “freedom” Ukrainian Sixties with under- standing of the concept of “freedom” in personalism. The paper proposed to consider the phenomenon of Ukrainian Sixties as a place of realization of personal freedom. As a defining feature of Ukrainian Sixties singled out a new type of rationality: “Moral rationali- ty.” Ukrainian Sixties regarded as a place of cultural, moral and psychological (re)education. Determined the phenomenon of Ukrain- ian sixties as a spiritual rebirth of the Ukrainian nation.

Kharchenko E. “Religious-Philosophical Renaissance” and Main Trends in the Development of Sacred Music Concerts in Kiev Culture at the Turn of XX Century
Abstract. This article analyzes the connection of Kiev spiritual concerts with Moscow and Petersburg ones. Basic trends of spiritual concert development are distinguished in the context of “religious and philosophical revival” in the culture of Kyiv at the turn of XXth century. Concert programs, genre and style subject of the pieces played and correlation of the ancient, popular and modern music in the repertoire are as well considered herein.

Annotation. The article highlights the fundamental aspects of the activity of the main educational institution in the Russian Empire – the Ministry of public education in the scope of primary schooling. Much attention is paid to the analysis of the processes of centrali- zation and unification in the area of the public education during the time of D. Tolstoy’s ministry as way of strife with the spreading of nihilism among the youth.

Novikova E. Maternal health among the rural population of the USSR in 1930
Abstract. 1930-th – it was the time when the foundation for a fixed generic care and full medical care for women in rural areas was laid, power- ful propaganda work to implement basic hygiene and a healthy lifestyle was unfolded. However, these and other legislative initiatives were often taken with the lack of coordination between different institutions of government, funding was almost entirely entrusted to the local budgets. Despite the fact that in many moments such activities of the authorities were timely, the process was often registered by biased otnoshneniem to government orders, both local authorities and the women themselves.

Sergeev A. V. Initial stage of state-building in Ukraine in the period of 1991 - 1994 (on the example of Donetsk region and Transcarpathia)
Abstrakt. Considered the initial phase of the process of state-building in Ukraine by train period after the Declaration of independence on 24 August 1991 to 1994, for example, one of the most complicated political, social and ethno-national relations of the regions of the country, as donetschina and Transcarpathia. Attention is drawn to the implementation of fundamental changes in all spheres of socio-political life of the Republic. At that, stressed that one of the main challenges was the transition from an authoritarian system to democracy and formation of the new coordinate system instead of a materialistic, class – civilized, with a priority of universal values. Emphasizing the priority task of the time, the unity of different historical traditions and political culture parts of Ukraine in a community with common государственническими priorities. First of all, it concerned the Donetsk and Transcarpathian regions. So, were very specific features of the original stage in state-building and in Donetsk region, and Transcarpathia. At the same time, these regions have a number of common challenges, which have been linked, in particular, with the existence of their territory national minorities and observance of the rights of the latter. Also noted that already during the period 1991–1994-th years the formation of the new elite at the local, regional level, who are actively involved not only in the redistribution of the economic sphere, but also in the political struggle. Especially noticeable is becoming confrontation of different kinds of groups and clans in the most cosmopolitan regions of Ukraine – Donetsk and Zakarpattia.

Chernyaev O.S. Economic development in Ukraine 1950-1960 yy.
This article highlights some of the reforms implemented at that time, such as the expansion of economic rights and competences of the Union republics, reducing the number of administrative and managerial personnel of ministries and agencies, restructuring the management of industry and construction, creation of the Ukrainian Council of the economy, which greatly influenced the develop- ment of economy of Ukraine. The analysis of the reforms that took place in the industrial and agricultural policy, in particular the increase in procurement prices for agricultural products, the cancellation of debt on farms all required supply of animal products in the last period, the development of virgin and fallow lands, reducing tax kolkhoz households – that is the introduction of economic incentives rather than coercion. The main components of the reform at that time was to improve the system of economic manage- ment, the development of the national economy and the formation of the scientific potential of Ukraine – State Budget expenditures on science and education increased by four per cent, the number of researchers increased by thirty percent. Novelty of social policy was to reduce working hours by two hours, increased duration of leave due to pregnancy and childbirth in the third, the court re- versed the liability of employees for voluntarily leaving businesses and organizations and absenteeism without good reason. At the same time, the Law on State Pensions, under which substantially increased the amount of the minimum pension and reduced its maximum limit has also been carried out reform of the wage increase low-income workers and employees an average of thirty per- cent. In the period kept the main features of the command-administrative planning and distribution system of economic management, from the above it can be concluded that in the above period of time the problem of democratization of economic life has not been resolved by the end, the economic mechanism has not undergone significant changes since the reform did not provide its radical transformation.

The proposed article focuses on the complex analysis of the contents of the documents of the highest state and military leadership of the USSR (the State Defense Committee, Supreme Command, General Staff, People’s Commissariat of Defense) that are relevant to a number of offensive operations of the Soviet troops in the fall 1943 – spring and summer of 1944 successful implementation of which has resulted in grievous injuries German Army Group “South” and the Army “A”, and then rename them in Army Group “North Ukraine” and “South Ukraine” and the troops of the Wehrmacht powerful strategic alliances. The result of these operations was the liberation of the Right-Bank Ukraine. However, despite the generally successful implementation of a number of well-planned and prepared offensives Soviet fronts in the conduct of their troops and commanders and staffs at all levels repeatedly had to deal with crises tactical nature that often arise due to the dynamic the nature of the fighting, challenging climatic conditions and difficul- ties in logistics advancing troops of the First , Second, Third and Fourth Ukrainian Front. Study and analysis presented in the special volume series (the General Staff, SDC, NGOs), documents, publication of which started already in the post-Soviet period, and that for the most part were virtually unknown to researchers, opens up possibilities for modern scholars objective playback dramatic events of World War II.

Abstract. The article investigate role and place of political system. A political system is a system of politics and government. It is usually compared to the legal system, economic system, cultural system, and other social systems. However, this is a very simplified view of a much more complex system of categories involving the views: who should have authority, how religious questions should be handled, and what the government’s influence on its people and economy should be. There are several definitions of “political system”: A political system is a complete set of institutions, interest groups (such as political parties, trade unions, lobby groups), the relationships between those institutions and the political norms and rules that govern their functions (constitution, election law). A political system is a concept in which theoretically regarded as a way of the government makes a policy and also to make them more organized in their administration. A political system is one that ensures the maintaining of order and sanity in the society and at the same time makes it possible for some other institutions to also have their grievances and complaints put across in the course of social existence.

The interests of the Polish national minority in an independent Ukrainian state, which are realized in the political sphere, are shown in the article. Interests that are articulated in the political sphere of Ukraine and Poland, and of both states at the same time are considered. The article also indicates the existence of interest which are not referred to those that are realized in one of the mentioned above areas. The attention to the dependence of the interest in the cultural, educational, informational spheres of realization of political interests is paid.

Abstract. The District Zemstvo’s and the city Duma’s steps to establish Boards of Trustees, public pensions for the poor students and poor Jews are studied in the article. The Zemstvo’s leaders held charitable lotteries and concerts. The hospices for single and elderly people, shelters for orphans were established in Bakhmut. The good conditions for orphans were mentioned in shelters of Mazhna in the village of Ilinovka and Pleshcheev in the village of Nikolaevka. The community of Zemstvo organized the actions of “The Ear of Rye” society, with the involvement of teachers and students, for peasants – victims of crop failure in Bakhmut and Yu- zovka.

Yaniv H.Y. Exactness of recording people’s creation and its reproduction in scientific edition of folklore materials
Abstract. Considered an impotent condition for recording of Ukrainian folklore – precision transfer of the language by storytellers, which as a rule supplemented with information that reflects the whole situation perform the work, information about the novelists and area of existence of folk memorial. Show features verbatim record of folk art in scientific publication. As part of the consideration of the historical aspect a special attention was paid to the formation of scientific approaches to recording folk art. Specifically clarifies the initial phase of development of Ukrainian Folklore in the Age of Romanticism and show the results of collecting folk art in early folk edition and times of activity of Ethnographic commission of Shevchenko scientific society. Based on the views of prominent collectors and researchers of folk art as early stages – the first half of the XIX century (J. Holovatsky, M. Shashkevych, I. Vahylev- ych, Z. Dolenha-Khodakovsky) and later periods – late XIX – early XX century (I. Franko, V. Hnatiuk et al.) formed the basic meth- ods of recording Ukrainian folklore. We found value exact transfer of folklore in recordings and publications such as to preserve valuable properties of public language – lexical, morphological, syntactic, phonetic, orthographic and more. Considered the features of presentation in the publication of scientific type of typical lexical properties folklore texts – archaisms and dialect.

Alina Yakymchuk The Biodiversity’s Preservation Public Administration Mechanisms
The study of the concept of sustainable development as the most promising in terms of biodiversity has been investigated. The main methods and tools of biodiversity conservation, the best practices of biodiversity conservation have been learned. The basic measures improving governance biodiversity of Ukraine in accordance with the concept of sustainable development have been ordered. The experience of international financing of biodiversity conservation through environmental funds has been studied, funds of NGOs and grant projects. Scientific and practical interest in the work is the proposed funding mechanism for biodiversity conservation in the current economic climate of Ukraine. The organizational struc- ture of government biodiversity conservation of Ukraine has been investigated. The effectiveness of government biodiversity conservation has been investigated. The functions of the Ministry of Ecology and Natural Resources of Ukraine as a central body of executive power in the field of biodiversity conservation have been studied and analyzed. The staffing Ministry of Ecology and Natural Resources of Ukraine has been investi- gated, the system of placement and examined staffing departments of the Ministry, responsible for biodiversity Ukraine, has been analyzed. The best foreign practices of biodiversity public administration and recommendations for its implementation in Ukraine have been ordered.
