Abstract. A number of modern women’s suits presented at the Indian fashion week are analyzed. The basic innovative components in the analyzed women’s images are determined. T. N. Kuchera Intellectualization of economy as a determinant of the formation of the new development strategy of modern Ukraine in the globalized world: socio-philosophical analysis

Abstract.  This  article  examines  the  processes  of  intellectualization  of  the  economy.  Identified  and  justified  by  the  peculiarities  of  the formation of intellectual economy, based on knowledge, for the formation of a new and promising strategy for the development of modern Ukraine in a globalized world. Realization of innovative of Ukraine is possible only under the implementation of the system of national innovation  programmes,  and  the  establishment  of  the  project  long-term  forecasting  of  scientific,  technological,  economic  and  territorial development of our state. It should be emphasized that the future of any nation of the modern world is seen not only in the exploration and development of new technologies, but also in the process of modernization of the education system and science as a guarantor of literacy and education of society. it is the driving force behind the creation of the intellectual capital of the state.

O. V. Rud Factors modelling of tax administration: the international assessment

Annotation. The article includes economic and mathematical models which bring to light the connection between the factors of taxing process and the resulting indicator – the national tax systems rating based on the example of European Union  countries  and  the  Post-Soviet  ones.  Formed  models  revealed  the  main  efficiency  making  factors  (resulting factors) of tax administration systems of European Union countries and the Post-Soviet ones.

K. S. Sargsyan On the Issues of Enhancing Tax Control Efficiency in the Republic of Armenia

Abstract. Tax control is a special activity of the state to substantiate the tax legislation, assess the state of the tax system and ensure legality in the field of taxation.One of the most basic and most effective ways of tax control is the tax examination, which enables the tax authority to simultaneously solve a number of problems, including detection of tax legislation violations and prevention of tax offenses. The analysis shows, that to improve the efficiency of tax control in the Republic of Armenia, a unified, transparent and simplified system of tax examination planning and taxpayers’ risk assessment should be established. The latter will promote the tax discipline, ensure taxpayers’ protection from unlawful actions of tax authorities. By and large, the system will ensure more convenient procedures and conditions for tax accounting and payments. The articles deals with the issues on enhancing tax control efficiency in the Republic of Armenia.

Abstract. The article is devoted to state regulation of forestry statistical analysis using the results of solvency forestry that will not only avoid significant losses in state-owned enterprises, but their bankruptcy in the coming period. Since a large number of functions assigned to forest management under the law is funded by the state for work performed, so surgery is a prerequisite for a successful operation.

Abstract. The analysis of the state use of land resources in agro-formations is carried out at the present stage. The dynamics of the number of economic entities in the agrarian production of the region is determined. The level of land use by indicators of gross crop production by various categories of farms is analyzed. The minimum area of arable land of agricultural enterprises is determined to achieve normal yields.

Abstract:  The  article  describes  the  size  and  scale  of  the  destruction of  the  enterprises  of  the  People’s  Commissariats  of  the  food industry, the meat and dairy industry and the commissariat of the fishing industry of the Ukrainian SSR. The paper presents data on the pre-war number of enterprises and volumes of food, meat and dairy and fish industry production, and the corresponding post-war indicators. The article describes the peculiarities of managing the food, meat and dairy and fish industry and collecting information about the damage caused by the war.

Abstract. The article researches the peculiarities of administration for Standard agreement of land rent in Ukraine. The benchmark analysis of the “agreement” and “standard agreement” has been provided. It has been found that the conditions of standard agreement are essential for the parties and have the mandatory nature. The analysis of the changes made up during the last years in the Standard agreement form of land rent has been also provided. It has been found the Standard agreement of land rent has the improved, to some extend facilitated form, which is in accordance with the changes in land legislation. The problematic aspects of administration for Standard agreements of land rent have been found and the propositions for their deciding have also been introduced. The ways  of improvement for fundamental norms of Standard agreement of land rent in Ukraine has been shown.

Abstract. In Ukraine, the reform of decentralization of public authority continues. At the same time, the European concept of governance is laid on the basis of taking into account European standards of fair activity of local self-government bodies. One of the central principles of good governance is the rule of law principle. Nevertheless, in many modern textbooks on the theory of state and law in the lawmaking section the rule of law is not considered, which has become one of the prerequisites for this study.

Abstract. The article analyzes the existing interpretations and identifies the main approaches to the definition of the term of “information technology”. As well, the definition of term based on a technocratic approach is offered. Mentioned definition could provide unambiguity and concreteness of the definition of the concept and its further interpretation for the completeness of the legal regulation of certain groups of social relations in the sphere of the creation and use of information technologies.

Abstract. The article attempts to clarify the reasons forprivatization trends actualizationin the conditions of modern society, and also to reveal the specifics of their production and consumption within the (post)structuralist paradigm. The thesis is substantiated, according to which it is possible to talk about privatization trends when private codes in a variety of their manifestations (phenomenal, pragmatic, real-object, visual) are becoming more prevalent in the society, they getsome economic burden, so they can be expressed in economic categories – value / value, marketability, convertibility.

D. S. Kan Creation of a new world order and the position of leaders

Abstract.  This article describes creating of a new world order, which is led by the United States and China. There is outlined the author’s view on the weakening of the position of the current leader – the United States and the strengthening of China’s positions, as well as the causes of this phenomenon are analyzed. The history of the formation of the United States as the leader of the world order, the negative results of the Bush Doctrine and the beginning of the the US rating fall in the world are described in detail. Furthermore, there  were  analyzed  the  reasons  of  the  anti-American  sentiment  growth  in  many  countries  of  the  world,  the  China’s  approach  to leadership positions and growing of the competition between the US and China, the probability of retention of the US position as the sole leader, the onset of the tandem rule era of US – China or the possibility of China becoming a sole leader. Whatever it is, there shall be a world leader, and in this situation South Korea shall choose a suitable strategy in order to solve the problem of Korea unifying successfully.

In addition, clarified existing concepts understanding of information attack. Defined the concept of information attack and its conceptual-semantic characteristics. Delivered problems of necessity of having to deal with fake  news,  information  attacks  and  biased  information.  Defined  the  concept  of  communication  space,  its  deformation  and  the  impact  of information attacks on him.

Abstract. The article analyzes the history of the origin of the documentary genre in cinema and journalism, gives explanations of the nature of the links between the concepts of journalism and documentary, describes six forms (poetic, observational, reflexive, narrative, participatory / interactive and performative) of the genre and analyzes the main the traits are inherent to each of them. Abstract The article deals with the problems associated with advertising and PR-promotion of education. A review of international scientific papers related to the study of this problem. We study achievements of scientists, who worked on the theme of developing effective communication strategies in education. We also study the basic constituents of this phenomenon and ways to overcome challenges and solve basic problems of PR and advertising promotion in education field. The article outlines the basic advertising and PR-instruments, which the author believes will be most effective in building communication strategic in education. The author describes the best ways to improve the communication policy of universities at the present stage of formation.

Abstract. The article covers the process of the positioning of the advertising agencies and the implementation features of the each stage of this process. Since the practical realization of the positioning of the advertising agencies goes faster than its scientific interpretation,  the  need  for  a  theoretical  generalization  of  the  empirical  material  has  become  particularly  acute.  More  specifically,  the article  formulates  rational,  emotional  and  socially  ethical  values  that  already  serve  as  the  basis  for  the positioning of  the  existing advertising agencies, and proposes a matrix method for identifying the hierarchy of these values for the agencies of different types depending on the number of employees.

Abstract.  The  article  analyzes  the  types  and  classification  of  plagiarism  and  proposes  a  generalized  author’s  classification  of  the phenomenon. The classification of plagiarism, in most cases, is based on the multifacetedness and complexity of ершы phenomenon itself and contains three main blocks: 1) generalizing; 2) enclosed in the context of academic honesty; 3) sectoral. However, taking the specifics of social communications into consideration, there is a need to improve the plagiarism classification precisely in this area, in particular, it should include, for example, a cyberplagiarism.

Abstract. The article reveals the results of an empirical study aimed at identifying the role and place of social support in the structure of the personal resources of internally displaced persons. Revealed correlations indicate the existence of trends, fixing the passivity and inertia of aid recipients, which could become the basis for the formation of consumer behavior and the emergence of manifested destructive personality.

O. M. Levchenko, O. V. Tkachuk, I. O. Tsarenko The impact of cluster development on the countries’ national competitiveness

Аnnotation. The purpose of this paper is to identify the presence or absence of a correlation between the cluster development and the countries’ national competitiveness. The authors’ hypothesis is that strong correlation exists between cluster development and country’s competiveness, which means that the countries with higher level of clusterization – the countries with stronger economies or higher level of national competitiveness. The source of the data analysed in this paper is the Competitiveness report of the World Economic Forum 2014-2015 and 2016–2017. The hypothesis is accepted by the data. Thus, as a conclusion, any country’s national competitiveness can be improved through the cluster development, which stimulates the creation of innovations, innovative products and innovative activities in general within the framework of innovative-oriented economy.

Abstract. The article summarizes the results of the sociological studies of cultural consumption, which three main thematic areas are as follow: the typologies of cultural consumption, the factors of cultural consumption and stratification models, which take into account the peculiarities of cultural practices of individuals. On the basis of Imre Lakatos’ approach, rules (guidelines for research activities), divided into two modalities (negative heuristic and positive heuristics), are considered as structural units of research methodology of the field.
