I. Babukh Modernization experience of municipal sector – the Guideline for its Reformationin Ukraine
Abstract. In the acticle the role of the municipal sector in national economic development is revealed. The international experience as for providing financial resources for the development of the municipal sector is considered. The research of functioning of the municipal sector in the provision of municipal made it possible to distinguish organizational forms of service provision and the methods of their provision at the municipal level. The problems of fiscal decentralization, delimitation of spending powers of the central and local levels are analyzed. It is proved that tools decentralization effective enforcement is possible only if consider the criteria of economic efficiency, macroeconomic stability and efficient redistribution, as well as political effectiveness. The system features of state and municipal sector relationships, algorithms of the division of powers and cooperation facilitating between them are distinguished. The functional load and the scale of EU municipal sector is not the constant one,as they are influenced by many factors – regional, national, global, but it always aims at the satisfaction of human needs.

Abstract. This paper examines entropy analysis of regional stock markets. We propose and empirically demonstrate the effectiveness of using such entropy as sample entropy, wavelet and Tsallis entropy as a measure of uncertainty and instability of such complex systems as regional stock markets. Our results show that these entropy measures can be effectively used as crisis prediction indicators.

Gavrylyuk N. Benchmarking as a tool for logistics controlling at air transport sector enterprises
Abstract. The article deals with the essence of benchmarking as a tool for controlling logistical and methodological aspects of its application. It features all stages of benchmarking exercises in practice. Here was determined that the type of process-benchmarking tool is the most optimal logistics controlling at ATP and allows detailed analysis of the logistics activities of the investigated enterprise and partner companies and highlights ways to improve them. The author brought proposals to the project of benchmarking of the delivery of cargo transport services ATP and described all its stages. Proved and justified that benchmarking has positive impact on reducing logistics costs, improving customer satisfaction and create preconditions for increasing profitability and increasing competitiveness in the market.

Abstract. The article shed light on the main problems of VAT administration in Ukraine. The factors of negative impact of the current complicated system of accounting display and VAT reporting on business activity have been considered. The model of simplified approach to documentation and VAT reporting which will provide a healthy investment climate and solve the problem of VAT refund from the State Budget of Ukraine has been proposed.

Abstract. Strategic management of project-oriented organizations must take into account the peculiarities of evolutionary development. Monitor achievement of strategic goals of the organization depends on the processes of self-organization and the emergence of new structures. It is shown that lower hierarchical levels of management in such organizations transferred to subordination of the command of each project. In this case the process of controlling the strategic goals achievement is complicated in the organization. It is proposed to use elements of proactive project management as an advanced functions with a clear division into tactical and strategic levels of management in organizations. The top, or strategic level, ensures the process of management of diversity project space, and the lower, or tactical level – management of structures formed in the self-organization process. Therefore, new task of strategic level of management should be the task of foreseeing the formation of new elements and its management.

Abstract. In the article the terminological analysis of definitions “diagnostics”, “financial security” is carried out and interpretation of the concept of “financial security of concession activity” is offered. To increase the efficiency of the functioning of state and municipal property objects the distribution of concession form of their management is offered and the mechanism of diagnostics of financial security of concession activity and estimation of its influence on the level of economic security of the state is developed.
