Bondarenko T. The technologies used to shape the modern television audience

Abstract. The presented research focuses on the technologies used to shape the modern television audience. The technologies were identified  by  means  of  the  content analysis  applied  for  studying  the  leading  television  channels  and  by  monitoring  the  television features. The following technologies include manufacturing the unique and original line of customized TV products, implementation of special projects, gamification, coproduction organization, internetization, and promotion.

Bulakh T. Milestones advertising communication in book industry

Abstract. This article is about periods of promotional communication system in the book sector. We singled out major stages of its formation as the main idea: prepublishing, publishing, mass media and multimedia. Each of this stages is with it’s own development of  science  and  technology  which  acquired  substantial  diversity  and  significantly  enriched  the  ways,  methods,  and  presentation  of advertising information.

Denysova A. Black PR as dominant in local elections in 2015 in Ukraine

Abstract.    In  Ukraine,  there  was  a  general  trend  of  violation  of  fundamental  principles  of  elections,  calling  into  question  their decisive role in the formation of democratic institutions. Using of PR instruments, instruments, «clean and transparent» technologies, at  the  political  market  considerably  will  heave  up  probability  of  receipt  of  power  exactly  those  leaders  which  are  capable professionally and effectively realize a folk trust by the practical political activity. Using of black PR during Ukrainian parliamentary elections 2012 – forced out «transparent» technologies of the political advertising. Purpose of work: to define and select the features of black PR during the local elections in 2015 in Ukraine.

Drozdyk L. Political communication as a socio-cultural phenomenon of society

Abstract.  The article is  devoted to  the  theme  of  political  communication  as an  integral  part  of  a  modern  democratic society.  The author  considers  political  advertising  and political  PR as important  components  of  the  political  communications  comlex.  Political communication in the article is considered from the standpoint of its importance in public policy and global political discourse. The author  considered  that  the  political  communication  play  an  important  role  in  the  process  of  obtaining  and  retaining  power,  the formation of a democratic society, as well as the legitimation of political decisions.

Abstract. the transformation of television and radio content in terms of the development of convergent culture is considered in the article. Basic tendencies of social communication of XXI  century create supply and demand on the global media market. Modern news production model and functions of citizen journalism are analyzed on the examples of innovative approaches. The prospective of virtual reality (VR), convergent journalism and mobile app are characterized considering investment forecasts.

Abstract.  The influence of ‘media traditions “of the Soviet Union on the development of modern television in Russia and Ukraine is being analyzed. The author investigates manipulative techniques used by Ukrainian and Russian TV channels in the political space and, the role played by the political situation in the manipulation of political consciousness of the society.

Abstract. The article deals with current issues of PR-specialists education. Investigated the competency approach to education and training. Identify the features of the task project method in the preparation of PR-specialists. Indicate how integration task project method  in  the  industry  of  PR-education.  Cunducting  a  parallel  between  the  specific  method  of  project  tasks  and  professional competence that PR-spesialist should get in a process of education. Explains how to use the method of design problems during the practice sessions.

V. I. Maistrenko Historical Environment of National Technical University “KhPI” as a System of Information Messages

Annotation. The article deals with the architectural information messages of the historical environment of KhPI university. In the research  it  is  found  out  that  managing  activity  of  the  brain  perceiving  the  environment  makes  the  basis  of  its  informational structuring. It becomes possible to project space-architectural agreement. Acquired principles (morphological and aesthetic) help to find  out  at  full  length  the  information  peculiarities  of  the  historical  space-architectural  environment  of  the  KhPI  ensemble.  It  is important to preserve the readable system of the historical streets, that is valuable not only for the process of communication but also to get an aesthetic pleasure of the surrounding environment.

Dubyna O. Religion in the public sphere: finding the meaning of postsecular

Abstract.  This  paper  proposes  a  definition  of  the  term  “postsecular”.  It  discards  two  possible  modes  of  understanding  the “postsecular”: the understanding that the postsecular means de-secularization, and that it means post-secularity, a regime-change that brings society back to religion. Instead it suggests to conceptualize the postsecular as a condition of contemporarality, of co-existence of  the  secular  and  religion,  which  can  be  conceptualized  in  three  dimensions:  normative,  sociological-political-historical,  and phenomenological.  Also  it  present  Habermas´  view  on  the  role  of  religion  in the  public  sphere  of  a  deliberative  democracy.  The article examines the philosophical approaches to the analysis of the characteristics and problems of modern thinking. The focus is heuristic potential of classical forms of rationality those innovations that characterize the philosophical discourse of modernity. The focus  of  research  is  aimed  at  postmetaphysical  thinking.  The  author  analyzes  the  achievements  of  Jurgen  Habermas  and  his discussions with other modern thinkers and their philosophical trends that they represented

R. J. Laczko The concept of dispensation in the Canon Law

Abstract. In the ecclesiastical legal language the concept of dispensation is one of the very precise expression, which was defined at an early stage of development of the Roman Catholic Church. Its form is categorized as a specific administrative measures (actus administrativus singularis), which means the decision within the limits of the law, the authority (magistrate) has the executive power to a specified person. Due to its uniqueness does not matter of law, but it creates an individual right this case (if there is occasion). The  difference  between  the  canon  law  and  the  secular  systems  of  law  is  evidence  in  the  canonical  system  of  dispensation.  The dispensation  is  a  dismissal  of  the  particular  case  of  the  authority  in  purely  ecclesiastical law  and  if  we refer  to  dispensation  as  a vulnus legis, it means a „wounding of the law”. Dispensation does not mean abrogation but „the relaxation of a merely ecclesiastical law  in  a  particular  case”.  [1]  It  is  very  much  like  an  exception  to  the  law,  if  we  given  to  ensure  the  common  good.  [2]  And dispensation neither terminate the law itself, nor to create a separate objective right to beneficiary of the dispensation. Compered to the former Code (CIC 1917, canon 80. [3]) the determination of the dispensation is contains significant innovation. According to the canonical tradition, granting of the dispensation, basicly the legislature was competent. Now, according to the Code 1983 (canon 85. [4]) a dispensation can be granted by a person who posses executive power within the limits of thier competence. The dispensation can be granted not even one person but multiple people. [5]

Abstract. The author puts an idea about three intellectual revolutions in the history of mankind. Each of revolutions serves as a basis for the formation of the certain technics of thinking as a cultural phenomenon. Logical and conceptual schemes of the technics are influenced by the synthesis of diverse intellectual innovations, achievements of philosophy and of science.

Fazan N. State of the Teaching Staff in Schools of Volyn Region in 1944–1953

Abstract. The article is devoted to problems of coverage and functioning of educational staff of Volyn schools in postwar period. On the basis of archival and historiographical materials, the detailed description of quantitative and qualitative composition of teaching staff  is  submitted by  the  author.  The  role  of  Volyn  Regional  Institute  of  Teachers’  Qualification  Improvement in the  training  and retraining of teachers is shown. The conclusion about the lack of teaching staff in schools of Volyn region in 1944–1953 is made.

L. I. Lavrynenko Some aspects of health care development in Ukraine and its transformation in Chernihiv region in the 1960-1980 s.

Abstract. The article analyzes the problem of state regulation of  “public hеalth care” in the USSR and in Ukraine in the 1960s – 1980s and its manifestation in a particular region – Chernihiv region on the development of logistical capacity of medical institutions. Special attention is paid to building a hierarchical system of health care, uniting it around a common management centre, as well as ensuring direct involvement of higher authorities in the development and approval of programs of public health. It is indicated that in the studied years the concept of specialization of medical services was in progress and the basis for such specialization was the plot of a decisive role of quantitative indicators.

Abstract. The article studies the innovative ideas of the professor, the honourary figure of Ukrainian higher education, the rector of the  Ukrainian  Correspondence  Polytechnic  Institute (1964-1978) H.  Andreev.  His  contribution  in the sphere  of  the  induction  and thermal assembly/disassembly of the joints with secured tension has been revealed. It has been proved that H. Andreev created a new innovative  direction  –  the  induction  and  thermal  assembly/disassembly  of  the  joints  with  secured  tension,  as  well  as  a  range  of universal  heating  equipment  used  in  machine-building,  shipbuilding,  shiprepairing,  carriage-building  and  railway-car  repairing industries.

Shvets V. Historical Source Discourse of Biographical Studies by M. O. Domontovych (1830-1902)

Abstrackt.  This  article  provides the  historical  source  analysis  of  General  M. Domontovych’s  biography.  Based  on  Russian  State Military  History  Archive  funds  critical  comprehending  of  the  General’s  administrative  and  scientific  heritage  is  represented.  The documents  that  describe  Domontovych’s  civil  administration  in  Bulgaria  are  of  high  interest  in  our  study.  Materials  of  Military Historical Commission for the description of the Russian-Turkish War (1877-1878), led by the General Domontovych for some time, contribute a wide range of needed historical details. Brief analysis of general scientific achievements and contributions of periodicals of the late nineteenth century is given in the article. Special attention is paid to personal historical sources, which consist of memoirs, diaries,  private  correspondence  etc.  All  this  together  makes  it  possible  to  deepen  into  the  inner  world  of  M.O.  Domontovych particularly and allows to make the maximum plunge into the historical era of the late nineteenth century in Russian Empire as a whole. It drives the author to a conclusion that identified array of historical source is sufficient for an objective assessment of M.O. Domontovych’s individuality as administrator and scholar.

Zaporozhets A. A. V. Krivoshein and The Processes of Land Management in The Russian Empire at The Beginning of the 20th Century

Abstract.  The  article deals  with  the  main  aspects  of  A.  Krivoshein’s  activities, the  main aim  of  which  was the  settlement  of  the processes of land management in the Russian Empire at the beginning of the 22nd century.  A. Krivoshein was one of the leading ideologists of the land management politics. As assistant head of the Chief Administration of Land Organization and Agriculture he engaged  in  development  of  the  methods  of  realization  land  management  works.  His  activities  focused  on  the  realization  of  land management works at the local level, as only thus, in his opinion, the main factors of farm management were taken into account. The author of the article analyses advantages and disadvantages of A. Krivoshein’s activities and draws reader’s attention to disputable issues of the realization of land management works.
