Abstract. The article highlights the issue of gender parity. Gender equality is defined as a process of equitable treatment of women and men; one of the important aspects of the rule of law; indicator of the level of development of an open society; term of prosperity and democracy. Gender parity promotes new, modern ideology of equality and includes the following components: gender equality is considered as an integral part of all policies, programs and projects; achieving gender equality requires the recognition that should be taken into account the specific interests of women and men in the shaping of policies, implementation of programs and projects; gender equality means equal rights and opportunities should be provided regardless of gender; women’s access to decision-making at all levels is a central issue in achieving gender equality; for achieving gender equality is important to ensure equal participation of men and women as equal actors in the economic, social and culture-processes; gender equality can be achieved through partnership between women and men on the basis of parity democracy.

V. A. Krutij Political system of Ukraine in conditions of hybrid war (experience of 2014-2018)

Abstract. The influence of the hybrid war on the political system of society, in particular its institutional, normative, functional and communicative subsystems, is investigated. The rapid development of the political system of Ukraine in the conditions of a hybrid war has been proved. The basic normative legal acts (laws of Ukraine and decrees of the President of Ukraine) are analyzed, the set of which allows to determine the main tendencies of the transformation of the political system, which is in opposition to the threats and dangers of hybrid origin.The special role of the National Security and Defense Council of Ukraine and the Military Cabinet of the Council (elements of the political system), which prepare and take operative decisions on urgent issues of ensuring national security and defense of Ukraine, are singled out.

Abstract. The article analyzes the process of the substitution of the name “Russia”, carried out by the authors of the comments on posts on the official FB-page of the President of Ukraine Petro Poroshenko, identifies the types of relevant nominative units (substitutes). These are graphic, historical substitutes, transliterated, word-forming, metonymic, literary, and paraphrase constructions. Their motivational nature and functional meaning have been determined (most often such a substitute has a connotative nature).

V. V. Bradov Transformation of the region's media space in conditions of external aggression: the Ukrainian aspect

Abstract. The article presents the results of the study of the peculiarities of the transformation of the information space of the East of Ukraine in the conditions of external aggression on the part of Russia. The structural elements of the media sphere of the part of Donbass temporarily uncontrolled by the Ukrainian government, the algorithm for producing propaganda content, and the channels for its distribution have been determined and functionally characterized. The author claims that an extensive, well-managed information and propaganda complex has been formed in the occupied territory, the task of which is to establish an appropriate information agenda and to form stereotypes that serve the aggressor’s specific purposes.

Abstract. The article reflects on the major cases of anti-Islamic activity (the murder of Theo van Gogh and Malala Yousafzai murder attempt) which includes certain kinds of participation. There were presented the stages that lead to stereotype formation which is used to manipulate the audience. There, propaganda is defined as irreversible stage. It doesn’t have a model of audience’s behavior but has a model of media activity. The main kinds of media participation in anti-Islamic propaganda were defined and systemised. Active participation includes of discrimination. Passive is about unreliable sources and biased information.

Abstract. The article is devoted to the system of scientific communication and changes in its structure, which are caused by the development of information and communication technologies. The role of the library as an element is examined, which causes organizational-functional reorganization of the sphere of scientific communications and undergoes changes under its influence. The emphasis is on the system of library and information provision of scientific research, which is realized in VNLU as a complex of electronic information resources.

Abstract. The article considers the role of 3D-graphics in popular science programs. The influence of 3D-graphics on a TV audience is analyzed on the example of the TV program “Weather that Changed the World”. We have found that 3D graphics is the main tool for simplifying and providing high-tech information in popular science and documentary television programs. It is used in various thematic projects of television projects: from social and humanitarian to natural and technical. It implements the principle of visibility, which plays an important educational role for the audience of the popular science programs.

Abstract. The article deals with the technological aspects of the scientific presentation of library electronic resources. The importance and relevance of the systematization of the object-thematic organization of information for a modern audience are substantiated. Abstract. The urgency of observance of freedom of speech for modern Ukrainian society is grounded. The changes in the state of freedom of speech in Ukraine are estimated by international ratings and the Ukrainian Institute of Mass Information. The changes in manifestations of violations of freedom of speech in 2013-2017 are considered. The expediency of implementing information security measures to limit the activities of Russian media and their compliance with international and national legislation on freedom of speech was proved.

Abstract. The article analyzes the interaction between the presenter and the guest in the studio on an example of political talk shows. Less careful attention, as needed , will be paid to other actors and segments of television communication, which are directly related to the ethical and professional aspect of the process of interaction between a TV journalist and a hero. Particular attention is paid to the main compositional features, typical participants, chronotopes and values. It is the compositional features that distinguish the talk show among other types of discourse and determine its influence on the formation of the worldview. The author examines how and to what extent the main participants of the show are responsible for the development of dialogical discourse.

Abstract. The article is devoted to the analysis of the discourse of international university rankings in the Ukrainian discourse of education. According to the N. Fairclough ‘s method of the three-level critical discourse of analysis, publications related to the international university rankings on the website of the Ministry of Education and Science and on the official website of the portal “Higher Education” were analyzed. According to the results of the research the main conclusions are: the official Ukraine educational discourse is characterized by apologetic rhetoric about rankings; the using of university rankings supports the reproduction of academic inequalities between academic “core” and “periphery”.

Abstract. The goal is to study the problems and factors that affect the health status of different population groups. Analysis of the literature made it possible to identify certain aspects of this problem: personal individual desire for health; the social significance of the state of health of each individual and of the entire population as a whole; the creation of new operational health systems (strengthening, preservation and rehabilitation); self – training and public support for all who will deal with health problems with different groups of the population. Health-improving significance of motor activity at all stages of human life and the necessity to introduce health-improving training to improve health are proving. The conducted researches are allowed to formulate such a definition of the concept of health: “Health is a psychophysical state of a person that is characterized by the absence of pathological changes and a functional state sufficient for full biosocial adaptation and preservation of physical and psychological performance in conditions of the natural environment of life”. The use of physical culture means to optimize this entire state will be largely connected with the use of individual health-improving training programs and powerful motivational psycho-social attitudes to the strengthening and preservation of health. Four main modes of motor activity (health, training, support of sports longevity, sparing – rehabilitation for different health conditions of the person are defined. Factors are identified, systematized and summarized, and their interrelation is shown, which determines the possibility and reliability of achieving the goal of recovery. The obtained results of the research can be used as a basic basis in the compilation of health-improving training programs to ensure the effective solution of physical education problems with different influenza of the population.

Abstract. In the given scientific articles the theoretical delineation of the concepts of “control” and “supervision” was made. The author reveals the theoretical understanding of the concept of “supervision over the safety and quality of food products”. The peculiarities of practical supervision of the safety and quality of food products are determined. The emphasis is placed on the existence of legal conflicts in normative legal acts regulating the organization and supervision in the investigated sphere.
