Abstract: In the article the idea of noophilosophy on the basis of reasonable integration of achievements of many mod- ern sciences and the humanities is offered and proved. Noophilosophy is capable to overcome lacks of scientific views of the XX-th century and to  offer real  ways of elimination of threats  to the  whole  mankind. The  analysis of point of view  of  G.H. Popov,  the  outstanding  Russian  economist,  on  mankind  evolution  is  carried  out.  An  inaccuracy  of  his hopes of construction of a new civilisation on the basis of the humanities and social leadership of intelligency is proved. To a great regret – it is absolutely unreal, and the Evolutionary Psychology (Ethology) has proved that. It is offered to build noosociety on the basis of ecologically safe nootechnologies. It is specified the obstacles on the way to noosocie- ty, opened by ethologists and having the genetic nature. Lacks of people’s morals as one of biological kinds is investi- gated. It is proved, that on the way to wisdom people pay for the each short step very expensive price. On this basis a transformation of  nootechnologies in an overall aim of all countries of the  world only  after very big  human losses is predicted. The hope that after appearance of noophilosophy and other scientific innovations the countries-leaders will start to replace with solar power all other sources and that will solve power and ecological crises is stated. The mankind has a possibility to become wiser without any global cataclysms.

Abstract:  In  the  article  the  author  considers  the  peculiarities  of  homo  economicus  becoming  in  market  type  society through economic culture and economic education. Also, the author gives consideration to the peculiarities of economic thinking development, formation of economic mind and the displays of economic behavior; comes to a conclusion that the system of education in Ukraine needs a new strategy of development, oriented towards the formation of market type individual, who will follow the new economic guidelines.

Kretov P. Сonceptual symbolism of language and philosophical anthropology

Abstract: The article focuses on the problems of the hypothetical development of modern philosophical anthropology. At  the  intersection  of  the  problem  field  of  analytic  philosophy,  postmodern  social  philosophy  and  the  philosophy  of language, philosophy of mind today raises the question of conditionality conceptual worldview of modern man. Chal- lenges related to the development and change perceptions of reality and reality itself, are put into the context of the con- cepts  of  existence  symbol  sense  of  ownership,  language,  discourse.  The  concept  of  the  character  is  interpreted  as  a model for the creation of meaning in the film world of modern man. Symbol and symbolization enable both discursive practices, and beyond, as in the management and beyond, combine the understanding, the explanation, the experience and perception of reality. This property of the  symbol and the symbolic enables  us to consider this as an ontological concept for a picture of the world, the transfinite, connecting not only the sphere of human knowledge to the field of the natural sciences, but also the scope of the available knowledge in the intellect, perception, experience. The symbol and the symbolic structures of thought, perception and experience can be viewed as constructive for the integrity of the pic- ture of the world and at the same time consolidate its open nature, since the symbol is understood as a phenomenon, in- volving not only out of their own limits, but beyond any conceivable number of meanings. The concept of ownership and the concept of language considered in conjunction, which detects the ontological nature of language as a thesaurus and culture at the same time as the ontological nature of any language practices and forms, interpreted as motivated in connection with the teleological view of the world and axiologically activity. Language is symbolic language as an ac- tivity has thrust outward man, the language of the symbol structures being. Thus, only through the concept of the char- acter and scope of the symbolic model can achieve world-picture of the world that is open to development and avoid to- tal escapism, fear of  metaphysics and ontology in a  world  that  is rapidly changing the efforts of  humanity, changing humanity itself.

Abstract: In the article the features of the purposes of the European higher education in the past are specified. It is un- derlined the necessity of refusal of an old paradigm in favour of absolutely new problems and demands. It is specified in increase of public value of a role of philosophy of education in a choice of strategy of modernisation of national educa- tional system in the ХХІ century. It is proved the necessity of the account of the global technological changes similar to mass appearance of perfect robots and unlimited quantity of lectures of world leading scientists in the Internet.

Dolgorutchenko E. O. Nazi anti-semitic propaganda:mechanism of psychological mass consciousness manipulation

Abstract: In the XX century propaganda has become a powerful weapon influencing on the individual and mass con- sciousness particularly in authoritarian states such as the Soviet Union and the Third Reich. Skillful creation of an ene- my image, excitement and maintenance of hatred unto the enemy is one of the reasons for the unprecedented brutality and inhumanity of Reich war against the Soviet Union. The appeal to this topic is based on the fact that Nazi version of mass consciousness manipulation was one of the most effective means of such problems solution as psychological, po- litical and brown Empire of the German nations economic objectives. This article reviews the mechanism for mass con- sciousness  manipulating  such  as  structure,  methods  and  techniques  of  Nazi  anti-Semitic  propaganda  in  the  30-40s  of XX century. Psychological criteria of propaganda perception are systematized. Also intensification trends of Nazi ideas transmission into Soviet society are reviewed, for example in the territory of Soviet Ukraine. The author explores the basic propaganda elements having the attempt to determine the role of these natural human instincts, religious and psy- chological directives while the “enemy image of Germany” creation as the main method of mass consciousness manipu- lating process. The causes of Hitler ideology perception inefficiency within Ukrainian society are also given by the au- thor.  Considering  the  process  of  the  “enemy  image”  propaganda,  we  can  define  the  main  “contestants”  in  relation  to whom these ideas were formed by German consciousness. Notably they are the Jews, Slavs, Gypsies, etc. Naturally, ex- treme intolerance propaganda to subhuman-Semites and potential labor force such as the Slavic people meant for ag- gression justification against “contestant” and, as a result, achieving of the victory in material way. Also psychological effects of the mechanism for mass consciousness manipulating implementation for Nazi anti-Semitic propaganda within Ukrainian society were analyzed. It was suggested the genetic link between Nazi mass consciousness creation and reali- ty perception of Ukrainians nowadays.

Tatarinov S.I. The structure and activities of the Bakhmut Council in the Donbass (1866-1916)

Abstract: The abolition of serfdom in the  Russian Empire  was followed by the  reform  (1864) of  local governments, county district council assemblies and city council were established. The Government has adopted the City Regulations (1870) to regulate the city councils election, money or property qualifications for candidates – publics. They had to be wealthy members of different social classes. In the article the legal basis of creation and activities of the Bakhmut City Council  are  examined  at  first.  Bakhmut  was  the  center  of  the  county’s  largest  Katerynoslavskaya  province,  occupied half of the current Donetsk region: the election of deputies of the council publics, terms of office, the requirements for candidates for the post of Head and publics, the order of the election. The function of the representative body, the coun- cil and the regulatory authority, justices are analyzed. The tax base of the population, commerce and industry, the role of fair trade, ways of the local budget filling in different times, the supervision of the budget implementation are stud- ied. It was found, that the main part of the proceeds was the land rent for urban gardens, grazing, industrial enterprises, urban areas, various property. There were special “box” and “candle “taxes for the Jewish population of the city, making up over 25% of the population. The main direction of financing from the city budget was the city’s improvement costs, the health care development, the public education expansion (the foundation of new educational establishments, librar- ies), the contents of police and fire brigade.

Manuilova K.V. The politicization of the Ukrainian press in the period of perestroika (1985 – 1991 years)

Abstract: The article analyzes the process of formation and politicization of the Ukrainian press in the period of pere- stroika in1985-1991 years. The study shows how the transparency and democratization of political life influenced the political positions of the Ukrainian press. The policy of democratization and glasnost gave the opportunity for journal- ists to write about previously taboo topics. Development of publicity in the Soviet Union prevented censorship and ad- ministrative pressure on the media by the ruling party. These contradictions have had a significant impact on the devel- opment of the Ukrainian press. All printed periodicals were under state control. The Communist Party has used the me- dia as a propaganda tool. Periodicals was an ideological tool of the Communist Party. The subjects of the publications of newspapers were materials that emphasized the correctness of the chosen path of development of the CPSU and the glorification of the existing regime. Declared the Soviet power openness and pluralism is not touched the press on the first phase of perestroika. In the Soviet Union until June 1990 were remained a number of different prohibitions and re- strictions on truthful consecration of the past and the reality of the perestroika. The policy of democratization and open- ness has had a significant impact on the changing  nature of  publications in periodicals. Perestroika has gradually be- come an opposition press. Openness and acceptance of the law on the mass media have become real steps towards free- dom of speech and the press in our country. Under the influence of the press is gradually modified restructuring. Publi- cations  appeared  in  which  journalists  critics  of  the  existing  system.  The  aggravation  of  the  economic,  environmental and social issues, the politicization of society in the late 1980s led to the politicization of the part of the Ukrainian Sovi- et  press.  The  destabilization  of  the  political  situation  in  the  Soviet  Union  forced  the  Communist  Party  to  the  radical change in its policy toward the media and take in the 1990 Law of the USSR “On Press and Other Mass Media.” This law  provided  for  broad  democratic  rights  and  freedom  of  the  media.  Most  of  the  media  have  changed  their  political views on the socio-economic problems. Perestroika press had passed a difficult way from a communistic to the opposi- tional. The positive result of the restructuring has been the emergence and establishment of an independent and demo- cratic press in 1990 – August 1991 Democratic publications have had a significant influence on the development of ide- as and the formation of Ukrainian independence.

Abstract: One of the most widespread magical methods of treating of the Slobidska Ukraine population of the XIX  – the beginning of the XX century, namely spell, is considered in the article on the basis of the study of the ethnograph- ical sources. The form and image system, the connection with beliefs and rituals of the Ukrainian ethnos are also inves- tigated.

Kholod A.M. The transformation of the consciousness of the society through the television

Abstract: This article examines the television as materiality and artifact, transforming the consciousness of modern so- ciety. Author proposed metamodel manipulation of society, which explains some of the problems of its transformation. We believe that just because there is a correlation between television as an artificial product of the spiritual life of socie- ty  (artifact)  and  through  the  creation  of  this  artifact  that  is  close  to  reality  (materiality).  In  turn  materiality  changes (transforms) the consciousness of individuals in society (that transforming the consciousness of society). The mentioned transformation occurs in three ways, namely: mutation and abmutation and inmutation. The aim of further research, we have  chosen  search  cause-effect  relationship  between  television  as  materiality  and  artifacts  and  the  transformation  of consciousness of modern society. The object of study in this case should be considered the transformation of conscious- ness of  modern society, the subject  – materiality and television as an artifact that  will transform the consciousness of modern society. M. McLuhan says: “When using technology you expand your own nervous system, it goes beyond your body” (41.19 – minute and second of record film; further a time-study is without a comment). And further: “We have positioned themselves inside their own nervous system” (41.34). “This means that any operator can get the part of our nervous system” through a television or computer device, any gadget. He (the operator) “may move any part of your es- sence”  (42.04).  “This  is  actually  a  new  achievement  of  mankind,  and  mankind  still  had  no  experience  with  them” (42.27). “Now we have a means of communication that shakes everything in us, but we have no means of combating it” (42.41). We believe a profound remark of M. McLuhan about the lack of anti-TV. Even – more, we do sense the re- sistance to M. McLuhan. First,  why should oppose the TV? Because invertebrate individual stared in blue TV screen and identifies that a program  that is  new to  him. Perhaps  what is not,  according to the  professor, new to the average consumer of the information is new. Perhaps, technically gifted viewer a reality show about survival on a desert island is not new, is not interesting. But the adventures of the participants of the reality show viewers interested third. Hence the logical, in our view, the question as to who look up to the television, which produces television projects, programs and news? Target segmentation television media is the way to solve the contradiction of which reported at the time of M. McLuhan, alluding to find means of dealing with television.

Dynamic  socio-economic  conditions  of  transformation  of  society  determine  the  specifics  of  professional  self- actualization of young scientists. It is this: there is the dynamics of values and motives of research and change in ap- proaches to organization of work generates the need to find new adaptive mechanisms that would maximize realuzvaty intellectual capabilities and professional ambitions of young Ukrainian scientists.

Danshun M. Problems of studying the mechanism of criminal activity in modern criminalistics

Abstract: In the present conditions of fighting against the crime law enforcement must increase his concentration of all forces, knowledge and skills in order to confront effectively all the challenges of today’s reality. Therefore, professional knowledge about the mechanism of criminal activity, methods of crime, the offender, his psycho, the typical behaviour of the offender in court,  methods of counteraction against investigation and court consideration of affairs, etc  takes a special place. Quite often in this field officer hasn’t enough knowledge and practical experience. It is possible to fill this gap with substantive forensic study of “various techniques criminals”, according to their specialization and introducing of criminal findings into practice. Today not knowing the offender, with his complex psychological world and motiva- tion of the behaviour to solve the main problem of criminalistics – assistance to law enforcement agencies in combating with crime is almost impossible. Specific knowledge, particularly in the light of criminal specialization is required. Oth- erwise criminalistics can significantly lag behind the needs of the practice. It should not be forgotten that criminalistics since its inception, was intended to solve the main problem – to ensure activities of the investigator and the preliminary investigator, and ultimately of the court with the latest scientific and technical as well as tactical and methodical arsenal of  methods that allow to disclose, investigate  and establish the truth in the court the  most efficiently. It determines a particular social task of criminalistics. However today a large number of different speculative constructions and “dis- coveries” that have neither theoretical nor practical justification are accumulated in criminalistics. Now numerous theo- retical constructions and structural models of criminalistics, without backing by justification of their practical needs and introducing confusion and inconsistency in the training of personnel are offered.

Varetsky I.V. The Idea of Law Supremacy as Administrative Court Framework in the Process of Legal Defence of Individual against Power-competent Individual Abuse

Abstract: The article deals with the issue of formal realization of the idea of law supremacy of individual rights in pub- lic legal relations, legislation and judicial proceedings in Ukraine due to the survival of mainly Soviet traditions in ad- ministration and bureaucratic reluctance to accept a new social and political framework. The issue of the legal defence of individual against power-competent individual abuse in the administrative courts of Ukraine is in the focus of our at- tention. The theoretical content of law supremacy has been analyzed, its broad sense has been demonstrated. The rea- sons for the inefficient implementation of judicial protection of the individual in Ukrainian administrative courts  have been  specified.  The  ways  of  improving  the  activity  of  Administrative  Procedure  in  Ukraine  exercising  the  individual right for judicial protection against public administration abuse, as well as efficiency enhancing of the court restorative justice influence on controversial public relations have been indicated. The author has made the following conclusions. Law supremacy is the framework of the government activity and social structure. The protection of the rights, freedoms and interests of the individual from power-competent abuse in Ukraine is a matter of national importance. Regulatory and legal embodiment of the law supremacy principle in the administrative law sphere determines the degree of protec- tion of individual rights, freedoms and interests. The most complete acception of law supremacy in lawmaking and law- enforcement is the priority for the Ukrainian government. Administrative proceedings in Ukraine is a tool for restorative justice in public sphere. The effectiveness of the system of administrative courts as a defender of the rights, freedoms and interests of the individual depends on the quality of legal regulation (physical, procedural), the priority of the idea of law supremacy for legal norms applied by the court. In the administration of justice by the administrative courts in particular the law supremacy principle must be applied in its broadest sense.

Mashura C.A. European Integration Process and the Issue of State Sovereignty

Abstract: The main stages of European integration were analyzed in the article. The author describes background that influenced on establishing the European Union and characterizes three basic elements that ground the EU. The concept of sovereignty was defined through historical retrospective from the beginning of the Middle Ages to nowadays defini- tion of sovereignty in the international law and in the legislative documents of the United Nations. Also, the author di- vides sovereignty into internal and external. The process of regionalization was shown on the examples of Spain, Bel- gium, and Great Britain and analyzed within European integration process. Two levels of regionalism were defined  – state and international level. In the EU political parties that struggle for the rights of region even exist, for example, the Savoy Region Movement in France, Zagorska Democratic Party in Croatia. The author describes influence of integra- tion’s process  on state sovereignty on the example of the European Union. The basic points of  view on the future of stare  sovereignty  were  analyzed  at  the  article.  By  the  analysis  of  the  Constitutions  of  the  EU’s  member-states  it  was shown that state sovereignty is losing its classical understanding, and some of the sovereign functions of the state are transferred to supranational associations, such as the European Union. State sovereignty is formatting to a lower level – from national to regional, if we talk about a state. In the context of the sovereignty of states grows from the national to international. The main challenges of state sovereignty were figured out, including globalization in economics; increas- ing number of corporations and international organizations and  unions; cultural globalization; problems that could not be solved by only one state. As the result, the author concludes that without strong nation-state the world could become a global village with the same problems that a nation-state had. Civic society could assist in saving classical functions of a state, keeping state sovereignty unchangeable.

Shtevina A. The role of Voluntary Sector in the development of the postwar Japanese civil society

Abstract: The article focuses on the transformation of the civil society in the postwar period. The rapid increase of vol- untary sector began in the mid 1990’s. Nevertheless, the Japanese civil society has a long history. In the postwar period Japanese civil society has undergone the transformation. What were the features of such transformation? What was the weakness of Japanese civil society? And how the volunteering influenced the development of civil society? The period of postwar reconstruction is an important part of Japan’s history in general. It was marked by collaboration of civil so- ciety organizations and public authorities against the background of total recovery in every sphere of Japanese society. The author emphasizing, voluntary sector always was an important part of Japanese civil society. Japan in the postwar period  had  some  level  of  social  activism.  In  particular  social  and  political  participation  were  expressed  in  voluntary movements – like environmental and antiwar protest movements in 1960s and 1970s.

Abstract: This article involves discovering of how the gender quotas system in modern political systems of countries in transitions such as Serbia and Ukraine, is functioning. The goal is to compare these two similar (by some indicators) countries in transition, which have different gender strategies in political sphere. This has been done by analysis the role of gender quotas system in the Serbian and Ukrainian politics. After completion of the analysis of political and legal basis of gender quotas, it becomes clear that Ukrainian and Serbian gender strategies in political life are very different, and Serbian way in this sphere is more successful. Through overview how it works in different political systems of the countries  with  post-Soviet  history  as  Ukraine  and  Serbia,  this  research  highlights  the  current  trends  of  gender  quotas implementation in the political system of countries in transition.

Meszaros Kis E. Business planning: the case of agricultural cooperatives

Abstract: My work aims to show the importance of business planning. The improved structure of a business plan was proposed. Applying this structure the business plan for agricultural cooperatives was created, however. The PESTEL – analysis and the SWOT – analysis were highlighted. Based on these analyses it was found that the strengths of the ex- amined  cooperative  have  a  big  ratio  compared  to  its  weaknesses.  It  was  shown  that  the  improvements  needed  in  the field of investments and the more qualified labor must be employed.

Kravchuk I.I. Conceptual foundations of strategy development agrosphere Ukraine

Abstract:  The  analysis  of  the  current  trends  of  strategic  planning  in  the  agricultural  domain  Ukraine  and  reasonably prioritize the use of a strategic approach to ensuring conceptual strategies agrosphere. The state conceptual  study the mechanisms of formation and implementation strategies for various components ahrsofery systematic basis using inte- grated circuits coordination at the macro, meso and micro levels. The study chosen for proposals to build the conceptual priority of development strategies agrosphere Ukraine. Based on the study of the formation and implementation of de- velopment strategies agrosphere Ukraine revealed problems of strategic planning for the industry: uncertainty in con- ceptual approaches to object-subject relations in the process of delegation of authority, lack of organizational support for the strategic planning process, the lack of contour strategic planning at the regional level, an incorrect approach to the use of information materials methodological support policy development processes. Karpan T. The analysis of foreign experience in applying logistic approaches aimed at the national development of motor transport enterprises

Abstract: The article considers the use of foreign experience of logistics and logistic approaches in the activity of en- terprises. Indeed, in the current conditions of environmental instability the economic development of a motor transport enterprise  is  largely  dependent  on  the  effective  use  of  logistics,  which  plays  a  key  role  in  the  development  of  motor transport enterprise in the  whole. Also, the leadership in the competition is gained by  the  motor transport enterprises that are aware of logistic methods as the systems of rational and concerted actions while managing material flows from raw material source to the end user. Without the development of logistics motor transport companies feel it difficult to survive. Therefore, it is the experience of other countries in the application of logistics at enterprises that will help to improve  the  state  of  domestic  motor  transport  companies.  The  activity  of  motor  transport  companies  is  grounded  on rendering transport services for carrying freight and passengers. Their economic evaluation represents the cost value of the natural properties and the social value of transportation services, as well as the economic effect resulted from the implementation  of  transportation  services  provided  by  the  motor  transport  companies.  Their  logistic  capacity  is  the maximum possible volume of cargo (passengers) conveyances that will not harm the state of the very resources. The ar- ticle stipulates that the introduction of logistics by the “just-in-time” system (USA, Japan) will improve the quality of transportation services (of cargo and passengers). In order to accelerate the implementation of logistics in the economic practice of the firms in France, there were set up advisory boards focusing on one of the links in the supply chain (e.g. transportation), or two or three links, but together with the other elements. Consultations are also provided to various external  companies.  Thus,  it  can  be  seen  that  foreign  companies  have  been  successfully  implementing  logistic  ap- proaches, whereas the Ukrainian motor transport companies are making their first steps in this direction  and are faced with  many difficulties and problems. Thus, it is clear that  there is the need to develop the logistic activities at  motor transport companies. It is the use of experience of utilizing logistic approaches by foreign companies in the countries such as the U.S., Poland, Japan and France that will help speed up the introduction of modern logistic approaches in the economic activity of Ukraine and motor transport companies with the aim to reduce costs and improve the quality of de- livering goods and transporting passengers.

Abstract: At the present stage of the economic development significantly increases the role and place of investment, which is one of the types of business entities and the most important form of their economic interests. The results of theoretical studies essence of concepts “investment activity”, “performance”, “economic efficiency” are reflects in this article. As a result of the generalization of the definition of the terms “investment activity”, “efficiency” and “cost effec- tiveness” were determined that the economic efficiency of investment is a relative measure that compares the resulting economic effect of coherent, purposeful activity on the formation and use of investment resources in order to obtain in- come with those costs or resources that were used to achieve this economic effect. The assess of the economic efficien- cy of investment activity can be made by using indicators of economic performance, taking into account in monetary terms all kinds of outcomes and costs arising from the implementation of the project. The investing activities are the foundation  of  the  future  economy.  The  investment  activity  can  be  based  on  balancing  of  investment  demand  and  in- vestment proposals, that is, through the mechanism of the investment market. The effectiveness of investment is a com- plex characteristic operation of any enterprise. The economic efficiency takes into account the costs and results that go beyond  the  direct  financial  interests  of  the  participants.  This  indicator  reflects  the  effectiveness  of  the  project  by  the stakeholders in the drafting of regions, industries, companies and organizations. It includes the social and environmental results that are calculated on the total of the project participants on the health, social and environmental circumstances. The  research  definitions  of  efficiency  are  theoretical  significance  to  improve  the  definition  of  “investment  perfor- mance”. The proposed definition of “the efficiency of the investment activity” and specified performance of investment activities allow to obtain a comprehensive understanding of the investment performance of the company and create a basis for the objective assessment.

Abstract: The article displays the results of theoretical investigations of the essence of concepts “economic evaluation”, “development of the transport system.” Generalizing the definition of the concepts of “economic evaluation”, “devel- opment of the transport system,” determined that the economic evaluation of the  transport system – it is an important commercial aspect of the development of the transport system, including the use of market forces and increase the effi- ciency of transport, the ability to predict passenger and cargo flows, evaluation commercial viability of the organization of intermodal transport, the expansion of investment funding for the renovation and modernization of outdated material and technical base. To carry out an economic assessment of the development of the transport system by using the indi- cators of economic efficiency, which in monetary terms, taking into account all kinds of outcomes and costs, resulting from  the  activities.  Analysis  of  the  definition  of  the  concepts  of  “economic  evaluation”,  “development  of  a  transport system” have theoretical significance to improve the definition of the economic assessment of the development of the transport system. The proposed definition of “economic evaluation of the transport system” and some measures to im- prove the performance will provide a comprehensive picture of the development of the transport system and its econom- ic evaluation. This analysis of only the most important problems in the functioning of various modes of transport, await- ing  urgent  solutions,  indicative  of  their  scale,  complexity,  importance  to  the  overall  development  of  the  economy  of Ukraine. They require large investments and difficult organizational decisions. Objectively developed so that it is now necessary to solve the problems that have drastically affect the organizational,  technical, technological side policies in transport and communications. In order to increase the effectiveness of  marketing activities should regularly evaluate the competitiveness of transport services on the basis of economic, financial, technical and technological parameters.

Abstract: The article considers the problems of determining and researching the approaches to technological renova- tion, and effectiveness evaluation of utilizing funds for modernization and innovation. More profound investigation is required for theoretical and methodological justification in comprehensive research of technological renewal and inno- vation assessment. One of the main objectives of the present stage of Ukraine’s economy development is the working out and application of advanced methods and forms of governance, control and creating conditions to improve the effi- ciency of innovation and technological renovation enterprises of passenger road transport. Providing technological ren- ovation  from  a  commercial  point  of  view  can  be  seen  as  an  investment  project  associated  with  capital  investment  to achieve profit. Integration of the Ukrainian economy into the world one with the technological renewal based on mod- ern  scientific  and  technological  development  and  innovation  should  be  evaluated  by  the  methods  adopted  in  foreign practices. The article states that in the process of calculating efficiency projects in the transport sector it is advisable  to use: the direct calculation methods, methods of economic analysis, statistical methods, correlation and regression analy- sis, the method of discounting. The methods (dynamic), which use discounting include: that of calculating the net pre- sent value of the method of investments profitability index determination, the method of identifying the internal rate of return on investments, the method of determining the payback period, the method of determining the modified rate of return.  It  is  substantiated  that  for  a  complete  evaluation  of  technological  renovation  enterprises  of  passenger  road transport  it  is  necessary  to  use  complex  application  of  the  above  mentioned  methods.  Their  advantages  and  disad- vantages consideration  will enable to make an examination of the proposed technological company renovation, to set the  level  of  economic  efficiency  and  the  size  of  the  total  effect  of  the  technological  renewal  in  monetary  and  non- monetary terms of social welfare.

Abstract: The article examines existing models of management salaries, which are characteristic of organizations oper- ating in unstable economic conditions. In this case, the focus is on assessing the relationship of labor and wages, be- cause of this key relations depend to a greater extent are the main indicators of economic activity. The models of the or- ganization of wages and options relations between wages and productivity. The objective function of any enterprise (its owners and employees) is to maximize revenue, that is for the workers – the means to pay, and for employers – net in- come. Resolution of conflicts in the interests of owners and employees is by means of collective agreements and labor. In order to choose a model organization of wages was effective and did not have the so-called pitfalls, it is necessary that each company has prepared a regulatory framework, including documents relating not only to the organization of wages, but also all the related issues. It is important to develop and adopt a regulatory evaluation of the results of work, the order of evaluations, objectives and main parameters of forward-looking strategic development of the organization. For any growing business, close to the borders of linear growth, cost optimization is becoming one of the priorities of increasing  profitability.  In  a  situation  of  financial  crisis,  reduced  costs  for  many  businesses  is  the  main  condition  for survival. In this period it is important to create a balanced scorecard as a  management  system, and create a  strategic map  of  the  organization  to  provide  significant  competitive  advantages.  However,  for  this  it  is  necessary  to  carry  out deep enough economic analysis to determine the factors that influenced the deviation of using different methods of fac- tor analysis on deterministic models. Analysis of industrial activities shows that in every enterprise, there are reserves of efficiency to significantly reduce costs and at the same time not only did not lose in the overall performance, but even increase it. In order to identify targeted and cost savings of using the reserves to production personnel necessary tech- nology integrated cost optimization, some of which are labor costs. The author comes to the conclusion that in a volatile economy model of management salaries can be chosen based on the features of the character of the organization, but the relationship  between  labor  productivity  and  wages  should  be  monitored.  The  state  in  unsettled  economic  conditions must control labor costs, a policy of non-salary arrears and biased estimates of labor input.

Abstract: The article is devoted to the composition in musical arts. In the article the author points out that this concept has been studied by researchers such as B.Asafev, V.Bobrovsky, O.Sokolov, E.Ruchevskaya, E.Nazaikinskyi etc. The author points out that for a sufficiently rather long period of time a clear understanding of the concept of composition in musicology has not been developed. The most appropriate to the 20th century musical culture definition of music com- position was given by E.Nazaikinskyi. He makes a synthesis where the definition of «a form of process» and «a form of crystal» are organized by compositional logic. He also interprets the musical logic in an introspective aspect. The intro- spective determines the penetration into the essence of the product and generates the concept of the base of composi- tion. The concept of «base» is almost always is associated with the notion of source, the basis of the internal structure. That it involves the idea of becoming a real logic of composition construction. The result of the study was concluded that the base of composition should possess such qualities as naturalness and organic. Thus, the base of composition is a system of principles that lead to the creation of the whole thing. However, they do not dissolve completely, but in de- velopment they qualitatively supplement each other. There is a process of inhomogeneous coexistence, embodied in a system where a single general principle should be. It is possible that this principle is the phenomenon of the golden sec- tion. This phenomenon manifests itself in many principles of composition basics and is associated with the expression of ideas and the formation of the basic integrity of the work. Its main feature is that it is manifested at the macro and micro  levels  of  compositions  and  repeats  the  same  value  at  different  scale  levels.  Thus,  the  formation  of  composite foundation is as of the original images with emphasis complicated structure, but has the singular the plural, combining work as a coherent ideological-shaped structure.
